UPDATED REQUIREMENTS AND SALARY* The Barnstable County Sheriff's Office is seeking an experienced corrections professional interested in being part of team working to improve public safety. Our next superintendent will have an advanced understanding of the medical, mental health, behavioral and substance use disorder challenges facing incarcerated populations and will have the opportunity to shape an operation designed to address these challenges while also ensuring the safety and security of all who work and reside within the facilities. The Superintendent has legal responsibility for the care and custody of all those committed to the custody of the BCSO. The Superintendent oversees and is responsible for the administration and management of all corrections-related operations; all law enforcement and public safety related operations, and the BCSO maintenance division. As part of the Executive Command team, the Superintendent works in partnership with the Chief of Human Resources and Organizational Culture, the Chief of Inmate Programs and Services, the CFO, and the General Counsel. Position Summary: The Superintendent has legal responsibility for the care and custody of inmates committed to the custody of the BCSO. The Superintendent oversees and is responsible for the administration and management of all safety and security related operations and works in partnership with the Chief of Inmate Programs and Services to maximize opportunities, through treatment and programming, to improve outcomes and reduce recidivism. The Superintendent also oversees all law enforcement and public safety related operations. The Superintendent is part of the Executive Command team, which includes the Special Assistant to the Sheriff, the Chief of Human Resources and Organizational Culture, the Chief of Inmate Programs and Services, the CFO, and the General Counsel. Supervision Received: The Superintendent reports directly to theSheriff inperforming duties in accordance with all best practices and established guidelines. Duties and Responsibilities: Responsible for all matters relating to the care, custody and supervision of all persons committed to the custody of the BCSO. Responsible for creating and fostering a positive work environment for staff where initiative, innovation collaboration, creativity, and communication are encouraged. Participate in all matters involving recruitment, retention, advancement, professional development, succession planning, personnel decisions and collective bargaining. Informs and advises the Sheriff on operational issues, trends, problems, and activities to facilitate policy making. Promotes and maintains open channels of communication with all law enforcement and public safety entities, and community, county, federal and state agencies. Responds to inquiries and complaints from other governmental agencies. Oversees all operations and personnel connected with CCRLEC JBCC, Local, state, and federal law enforcement agencies, All task forces, BCI and Civil Process Develops and recommends budget for areas of responsibility. Monitors and ensures ongoing expenditures conform to approved budgetary allocations. Participates in BCSO improvements involving offender treatment, reentry, institutional programming, and networking with community-based programming that advances offender transitional services and works to reduce recidivism. Responsible for maintaining a Class A uniform. Ability to acquire and maintain a Massachusetts License to Carry a firearm; annually quality with department firearm. Considered essential staff by the Sheriff, shall report to work during emergencies, including weather emergencies declared by the Governor. Responsible as the Incident Commander for any inmate riot or external disruption. Qualifications: A bachelor’s degree from an accredited four-year college or university is preferred. A minimum of ten (10) years’ experience in corrections with a focus on supervisory and/or management is required. A minimum of five (5) years of experience in corrections operations, personnel management, administration policies is required. Graduation from an approved Massachusetts Criminal Justice Training Council basic recruit academy or Department of Corrections and/or Sheriff’s Office Correctional Officer Academy is required.
