ManTech is seeking a Senior Subject Matter Expert (USMC) to support The Marine Corps Warfighting Laboratory (MCWL), Science & Technology Division in Stafford, VA.
This position requires an ACTIVE DoD TS/ SCI (eligible) security clearance
General Responsibilities :
Serve as a Subject Matter Expert for an assigned technology area portfolio, supporting the Senior United States Marine Corp Portfolio Manager within MCWL and ONR. Integrate with various subordinate program management offices to represent, manage, and advocate for USMC equities. As authorized by Program Managers, coordinate directly with vendors and other government agencies to achieve program goals and Service-level objectives for capability development.
As directed, and in support of Marine Corps Warfighting Lab (MCWL), provide overarching capability gap resource planning, requirements traceability and development, and acquisition support in all areas of DoD, DON, and USMC Requirements and Planning, Programming, Budgeting and Execution (PPBE) processes across the spectrum of the Marine Corps portfolio.
Support MCWL Project Officers and Capability Development Directorate (CDD) Capability Integration Officers in implementing Mid-Tier Acquisition pathways aligned to the Joint Capabilities Integration and Development System (JCIDS) process and subordinate SECNAV or HQMC requirements validation processes for USMC classified programs.
Conduct research, analysis, and assessment of alternative courses of action, impact assessments, and decision options concerning requirement development and resource allocation, program alternatives, future warfighting technologies, and weapon systems acquisition roadmaps as directed. Develop quantitative, rational basis for executive level decision making and resource allocation.
Support MCWL, CDD, and appropriate systems commands in executing Defense Acquisition System processes for USMC classified programs. Perform detailed analysis and evaluation of cost, schedule, performance, risk, courses of action, and other acquisition information provided by program managers. Coordinate with operational forces, to include Geographic and Functional Combatant Commands, to ensure capabilities are interoperable with modular open systems approach and universal common interface standards.
Participate in Service and Joint studies and working groups to identify and analyze warfighting capability, capacity, and concept gaps to inform development of material and non-material solutions. Support follow-on DOTmLPF-C analysis to ensure successful implementation of proposed and/or approved manpower and equipment initiatives developed to address validated gaps.
Inform requirements development by coordinating across HQMC, Fleet Marine Forces, DOD Program Offices, DOD Research Enterprise, and industry partners to field, support, and evaluate candidate technologies. Generate technology research and development plans that support rapid fielding of operational prototypes for selected technologies, and develop end user evaluation plans through coordination with the Service or Department Developmental/Operational test communities and Rapid Capabilities Offices.
Integrate closely with the MCWL Rapid Capabilities Office to effectively respond to validated USMC Urgent Universal Needs Statements and Combatant Commander Joint Urgent/Emergent Operational Needs Statements. In consultation with designated program offices, evaluate vendor responses to agency announcements (white papers) and formal request for proposals to identify candidate technologies to meet rapid capability development needs.
Provide advice and support to the execution, management, oversight, administration, and security of classified programs under the Marine Corps’ responsibility.
Provide subject matter continuity and training of new personnel due to military/government personnel turnover for program status, classification, and office policy and procedures.
Research, staff and prepare memos, MOA/MOU, letters, briefs, POA&Ms and other documentation in accordance with policy, process and templates for principal review and approval. Provide recommendations regarding routing and coordination requirements.
Assist in the development of innovative applications of new and existing technologies, capabilities, and systems. Identify dependencies, gaps, and overlaps with DON and, DOD plans and programs. Research risks and costs of implementation.
Minimum Qualifications :
Active Top Secret Clearance with SCI eligibility.
Bachelor’s degree in an engineering/scientific field or minimum 5 years of relevant experience in the fields of cyberspace / EW.
Minimum 3 years project management experience.
Strong background in systems technical design and developmental process.
Ability to communicate effectively both orally and in writing.
Ability to work in a cross-functional military team environment.
Ability to work independently once tasked by supervisor.
Desired qualifications :
Experience working on DoD/Intelligence Community research programs at a senior leader or management level.
Marine Corps experience, either prior service or supporting role, is strongly desired however, not required.
Ability to demonstrate flexibility, initiative, and innovation when dealing with fluid and time-constrained situations.
