  ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. 

  Please Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum.

  POSITION SUMMARY:

  Amentum is currently seeking a qualified candidate to serve as Subject Matter Expert (SME) in Central Asia. SME Consultations for Legal and Regulatory review and development with SCA Regional Partners to build regulatory and border security capabilities of foreign partners to: detect and disrupt WMD, conventional arms (including MANPADS and anti-tank guided missiles), and explosives-related procurement networks; deny the DPRK and Iran access to advanced nuclear weapons and missile technologies; effectively combat ISIS and other violent extremist organizations; enforce sanctions; focus on degrading Iran’s ability to transfer weapons and related materials to foreign terrorist fighters; and impede terrorist efforts to obtain WMD explosives precursor materials.

  JOB DUTIES AND RESPONSIBILITIES:

  The Strategic Trade Controls SME will maintain regular contact (minimum quarterly or more frequently depending on rate of progress) with government officials in Central Asia, including Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan, who are responsible for managing the adoption of new Export Control Laws, national control lists, and implementation of export control licensing and enforcement procedures and industry outreach.

  Develop a roadmap in consultation with host government officials to organize milestones toward strategic trade controls (STC) implementation goals.

  Provide host government officials with review, analysis, and recommendations on any changes to draft Export Control Laws prior to their adoption.

  Ensure that host government officials understand the context of proposed changes so that they can fully meet international standards and best practices in support of adherence to multilateral export control regimes (the Wassenaar Arrangement, Australia Group, Missile Technology Control Regime, and Nuclear Suppliers Group).

  Advocate for steps necessary to build and maintain an effective export control licensing and enforcement system in Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan Advocate for steps necessary to build and maintain effective trade controls on unlisted proliferation-sensitive items particularly as they relate to transit and transhipment.

  Participate in national or regional meetings organized by multilateral organizations that support development and implementation of STCs, e.g., the World Customs Organization, OSCE, UNODA, UNODC, and UNRCPD.

  REQUIRED SKILLS AND QUALIFICATIONS:

  Education level: At least a bachelor’s degree

  15 years of practical experience in the Strategic Trade Control

  10 years of international experience required.

  Demonstrated effectiveness in working independently and within team environments.

  Clearable: candidates for this position will not need to be clearable as Third Country Nationals.

  DESIRED QUALIFICATIONS:

  Knowledge of Central Asia ( Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan) Strategic Trade Control

  Excellent understanding of laws, judicial procedures, regulations, rules, and guidelines related to Strategic Trade Control

  Excellent verbal and written communication skills

  Excellent critical thinking and problem-solving skills

  Demonstrated excellence in utilizing Microsoft Office Suite (Word, Excel, PowerPoint) to facilitate analysis, design, development, implementation, evaluation activities, presentations, and reports.
