  Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality,(CCSQ) Clinical Standards and Quality Group (CSG). As a Statistician (Health), GS-1530-14, you will serve as a senior level statistician response for serving as an expert in the application of standard principles of health statistics. Responsibilities Serves as a subject matter expert to provide authoritative technical advice regarding the use of clinical standards and methods of data assessment and presentation. Provides leadership on scientific and clinically valid analysis and measurement related to improving health outcomes for all patients. Reviews and assesses statistical considerations such as, study design, statistical methodology, end point measures, reliability, and validity of the instruments, stopping rule for safety monitoring, data collection and data analysis. Requirements Conditions of Employment Qualifications ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Utilizing statistical analysis techniques to develop and/or complete studies; (2) Evaluating policies or data to provide recommendations; and (3) Providing statistical advice as it applies to sampling, process improvement, quality assurance or evaluation of data collected. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Basic Requirements: Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. -OR- Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
