  Overview

  Rising Ground will support to the Office of Refugee Resettlement (ORR) by providing residential, medical, educational, and mental health services to Unaccompanied Children in need of a higher level of care, such as Staff Secure, in an out of network agreement. Case Management responsibilities will be held by an agency providing services to Unaccompanied Children under ORR. The Program Director will report to the VP of Clinical, Case Management and Educational Services. This role is primarily responsible for the full operation of the residential program. The Program Director will ensure that the residential program is in full compliance with Rising Ground and OCFS regulations, and that facilities always provide a safe environment that promotes a healthy wellbeing for all children in the program.

  Annual Salary

  $80,000.00

  Responsibilities

  Managerial Responsibilities:

  Directly Supervises the Program Administrator, Clinician, and the Teacher of the program by providing support and engaging them in a process that requires team processes to solve problems effectively, address their teams positively and proactively, and reaching program expectations and goals.

  In conjunction with Human Resources and the Management Team, assist in the selection, interview and hiring of staff in the program. Provide specific program-related orientation for new employees.

  Monitor progress of staff through performance evaluations.

  Assist supervisees in developing improvement plans and ensure training compliance of the residential team.

  Responsible for completing Plans of Corrective Action to OCFS on behalf of the program in addition to assuring that all other reports required by the governing bodies are submitted in a timely manner.

  Program Delivery:

  Ensure that the program is being run in accordance with all regulations as outlined by OCFS and in a manner that is consistent with the Organization’s mission and values.

  Develop and maintain strong knowledge of OCFS current policies and procedures related to Residential programs

  Ensure that all staff is trained on all OCFS and Rising Ground related training.

  Ensure that all children in the program access all the residential services consistently

  In collaboration with the Vice President and other staff in the program ensure the

  implementation of PBIS and PROMISE.

  Communicate regularly with others, both orally and in writing. This includes providing any necessary reports to be used for child conferences or evaluations.

  Monitor the budget of the program to ensure that it is spent in accordance to the approved budget, always ensuring that all needs of the program are met on a timely manner.

  Show organizational commitment which includes understanding and actively supporting the mission, policies and procedures protecting the integrity of the Organization.

  Work in collaboration with the Compliance Manager (Quality Assurance Staff) to ensure program compliance, and to track performance indicators to ensure the best quality and timeliness in service provision.

  Assume expected role on treatment team and participate in weekly staffing with the referring program as appropriate

  Demonstrate the use of all TCI and other intervention techniques required in the program, and ensure that the Residential team is up-to-date on such training

  Ensure that Program Administrators inspect the residence regularly for safety, health hazards and cleanliness. Ensure that the residence meet regulatory standards as outlined by OCFS

  Ensure all necessary documentation is completed in accordance with established deadlines. This includes the direct reporting or insurance that others have provided appropriate written documentation of incidents within the expected timeframes.

  Collaborate with support departments within the organizations including Finance, Human Resources, Performance, Evaluation and Measurement, General Counsel’s office, Institutional Advancement, Program Development, Information Technology, and other program areas in order to maintain daily operations and advance programs.

  Ensure that the academic program runs accordingly to the academic level of the children

  Professional Practice

  Join and actively participate in different committees or groups within the organization.

  Participate as an active member of the Incident Review Committee

  Create linkages and partnership with community service providers in areas related to the clinical practice

  Maintain collaborative relationships with team members, other staff, parents, and non-agency personnel.

  Communicate regularly with others, both orally and in writing. This includes providing any necessary reports to be used for child conferences or evaluations.

  Become knowledgeable of OCFS regulations; modeling, training and actively supervising the use of each.

  Ensure all necessary documentation is completed by established deadlines.

  Show organizational commitment which includes understanding and actively supporting the mission, policies and procedures protecting the integrity of the Agency.

  Qualifications

  A Master’s degree in a Human Services or related field or bachelor’s degree plus 5 years’ experience in child welfare administration.

  Minimum 2 years of experience in program management

  Direct service delivery experience

  Experience working with traumatized/exploited children and children with challenging behaviors

  Excellent organizational/communication skills.

  Ability to establish and maintain working relationships with staff, community groups, the courts, other agencies, and the general public.

  Excellent writing and communication skills

  Proficient in Microsoft Office suite

  Bi-lingual (Spanish/English) is a must-

  Possession of a valid vehicle operator’s license and clean driving record- preferred
