About Staff Action Control Specialist

  Summary About the Position: Serve as the Staff Action Control Specialist. This position is located in Arlington, VA. This is a TERM not to exceed 3 years appointment. Responsibilities Responsible for designated staff actions involving an extensive variety of issues concerning Military Personnel Management Directorate, Office of the Deputy Chief of Staff, G-1. Assist in the completion of multiple taskings originating from a variety of sources to include Department of Army( DA), Office of Secretary of Defense(OSD), Congress, and agencies outside of the Department of Defense (DOD). Responsible for review of all draft regulations and operating procedures, recommending procedures for compliance with new or modified directives and identifies the impact on the organization's mission and functions. Provides guidance and assistance to ensure operations are completed in accordance with new and/or established procedures. Conduct research to obtain background information relative to each action through use of automated data bases, review of previous or ongoing studies on the same or related subjects, and search of historical files. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-09 Specialized Experience: One year of specialized experience which includes assist with coordinating schedules for events such as conferences; assist with conducting analysis of administrative processes to determine efficiency of operating procedures; and assist with processing system requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, and/or business management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Specialized Experience: One year of specialized experience which includes coordinate meetings, conferences and training events; respond to urgent and routine requests for information; and help improve the efficiency of administrative support functions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, and/or business management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Problem Solving Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) 51 General Administration and Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a temporary promotion or temporary reassignment not to exceed 3 years by a current permanent Army employee. If you are a current Army employee when gaining and losing organizations do not agree to Return Rights, you will be converted from your permanent appointment to the non-status, time-limited appointment. You will not have Return Rights to your current activity. Position may be filled as a term appointment not to exceed 3 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of eight years. Your appointment will be time-limited.
