SUMMARY OF DUTIES:This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.
Under the direction of the Senior Director and/or the Project Director, Package B - FDT, the Senior Manager Capital Construction will be responsible for interfacing with all of the program Contractor(s) and other internal and external stakeholders to ensure the successful delivery of the Package B construction package consistent with Amtrak's Capital Delivery goals of safe, on-time and on budget project delivery.
The position focuses on construction management of the force account work and interfaces with the program contractors and project stays within the approved scope, schedule, and budget. The Senior CM will monitor the performance of Amtrak's force account work and support the interface with contractors.Project Risk: Project / Portfolio (Approx. High/Mega approx. $500M/5yr+ Program)
ESSENTIAL FUNCTIONS:Senior Manager Capital Construction - will be responsible to help provide oversight of Amtrak's Force Account and coordination with Package B Contractors and cordination with internal and external stakeholders to ensure that design and construction elements of the contract scope meet the needs of the overall program goals:* Manages and monitors contract project cost and schedules, and reports progress. Maintain, adjust and update project plans, as needed, to communicate and advise project management as to all issues and risks affecting the project.* Helps develop and implement project plans, schedules and budgets consistent with operational and stakeholders needs.* Work with senior leaders to contribute relevant data to support annual planning activities. Provide support to progress and financial reporting, budgeting, estimating, scheduling and change control.* Assists with the development, planning, budgeting, coordination, and scheduling of resources required to accomplish support construction activities of the Contractor.* Management and coordination of Amtrak resources involved with the protection of contractors and construction of railroad infrastructure across all major disciplines (Structures, Track, Communication & Signals, and Electric Traction), including the related coordination with work planning and transportation to support and maintain railroad operations.* Responsible for the planning, coordination, integration, execution and tracking of various projects with the FDT Program, including technical or engineering management requirements to support the efficient operation of a specific function or department.* Responsible for the implementat on of technical standards, policies, and procedures as defined within Amtrak and FDT Program documents.* Maintains a teamwork environment within all peers. Attends and participates in professional group meetings.* Builds and maintains relationships with internal/external customers to accomplish objectives and provide effective communication.* Has familiarity with Ariba, COTR responsibilities, and ensuring timely, thorough review of invoices.* Other duties as assigned
MINIMUM QUALIFICATIONS:* Bachelor's degree or any equivalent combination of education and experience.* Experience with the delivery of heavy civil, infrastructure or transit projects.* Proficiency level with project management core competencies.* Knowledgeable about federal competitive procurement processes and regulations* Highly motivated and self-directed* Strong analytical and creative problem-solving skills, with strong focus on collaboration, team building, and customer service* Excellent listening, interpersonal, written, and oral communication skills.* Ability to work independently, effectively prioritize and execute tasks while under pressure.* Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).* Must have excellent oral and written communication skills.* Must have work authorization in the United States
PREFERRED QUALIFICATIONS:* Graduate degree in Business, Engineering or Construction Management.* Construction Manager At-Risk (CMAR) or other alternative delivery contracting experience* Experience managing programs in the transportation industry environment with7 years or more of relevant work experience
WORK ENVIRONMENT:* Office building environment. 3 days in the office, 2 days remote.* Work in cubicle setting; stand, sit, bend, twist, use file drawers.* Sit at computer to complete assignments, projects, and majority of tasks.* Ability to work under pressure.* Occasional travel as needed.

The salary/hourly range is $135,800 - $176,040 for the Senior Manager Capital Construction position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
