The Program Manager (PM) will primarily be responsible for multiple small to medium programs, including management of multiple programs in differing levels of product maturity. The PM is responsible for total program performance including project execution, business goals and customer relationships. The Emerging Programs (EP) classified programs are highly technical as the transition of complementary technology is key to PM effort to continue maturation of product line.
The PM will be responsible for both capture and program performance. Program performance includes managing and reporting on execution, financial objectives, risk management, schedules, and all other contractual commitments. The PM will interact heavily with the Government customer community across a broad spectrum of program progress and issues and must inspire confidence within this community that the Raytheon team/solution/approach is effective. The PM will advise management (and/or customers) through briefing packages to include EACs, Gate Reviews and Program Plans accurately reflecting the program's health. Program capture includes working with the customer to influence requirements and future RFPs as well as leading proposal efforts in response to customer RFPs. Proposal efforts include establishing proposal strategies, bid structure, leading proposal team plus reviewing cost and technical volumes.
As the leader of these classified programs, PM must effectively engage the team and functional management to achieve success. It is key that the PM continue to evaluate personnel skills needed and those available within the limited team members accessed to the program so that personnel adjustments are identified to meet the needs for program success. Mentoring of these cleared personnel on how to maintain relationships with their customer counterparts and ways to provide tasking for unclassified efforts will be required. Given the size and complexity of these efforts’ delegation and supervision of work products is necessary to ensure technical success as well as cost and schedule.
This is an onsite role located in Goleta, CA.
Responsibilities to Anticipate:
Establish and implement program and contractual objectives and on-time product deliveries.
Establish and implement goals, strategy, actions, and metrics for processes to support efficient and accurate cost estimating and predictable program execution.
Ensure programs are adequately staffed by working with Engineering, Manufacturing Operations, Supply Chain Section Managers and Department Managers.
Provide clear communication to team members, suppliers, leadership, and customers. Travel (Domestic) may be required to ensure the program needs are being executed.
Work with leadership to overcome issues that arise.
Participate in new business capture activities to ensure continued product growth.
Basic Qualifications:
Typically requires a Bachelor’s degree ten (10) years of prior relevant experience OR an Advanced degree and seven (7) years of relevant experience.
Mastery level knowledge in program management or operations management.
Active and transferable U.S. government issued Secret security clearance is required.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Preferred Qualifications:
Understanding of military electronics products, systems, and concepts of operations. Thorough knowledge of USG product fielding requirements.
Thorough understanding of the DoD contracting process and be able to guide a team through the RFI, proposal, and through negotiations and contract award.
IMS and EVMS implementation and execution, to include meeting EAC requirements.
Ability to monitor, interact and course correct teams to support customer goals. Strong business sense to proactively identify and resolve problems and issues quickly and efficiently.

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
