  The Senior Director Global Security leads the organization’s approach to safety and security risk management in support of an interdepartmental Duty of Care program for 2,000+ staff. The Senior Director, Global Security, must be committed to strengthening organizational capacity to mitigate risk for employees, property, and reputation while enabling and supporting effective program design and delivery.

  Responsibilities

  Responsibility Area: Organizational Risk Management and Security Policy

  Develop, implement, and maintain an organization-wide safety and security risk management system comprised of standards, policies, plans, tools, templates, and training, improving pre-existing plans and tools, wherever possible.

  Lead security community of practice/ info sharing among country focal points.

  Serve as the organization’s 24/7 focal point, contact person, and expert resource for approximately 3,000 staff around the globe for safety and security matters.

  Provide formal recommendations on safety and security matters to executive leadership that are appropriate for the organization’s mandate, risk tolerance, and program delivery.

  Consult with NGO/INGO counterparts and other partners and remain informed of safety and security risk management trends (sector-specific and global).

  Provide continuous, tailored mentorship to US and field-based security risk management personnel regarding security policy, processes, SOPs, Duty of Care, and other organization-wide efforts.

  Guide Country Directors and Security Focal Points in the development and operationalization of country-level security risk management systems, to include security management plans, contingency plans, and standard operating procedures.

  Establish security standards for proposal budgeting.

  In collaboration with country/regional security staff, guide program and business development staff on safety and security budgeting and the establishment of country-level safety and security risk management systems during proposal and startup phases.

  Deploy to support emergency incidents and/or startups, new country assessments.

  Consult with Senior Regional Directors, Director of Safeguarding, Risk Management, P&C, Ethics Office, and others to ensure a cohesive Duty of Care and security approach.

  Oversee domestic security and safety protocols in close coordination with Administration Manager to ensure physical office security measures are in place and monitored in Silver Spring and San Diego.

  Responsibility Area: Crisis Management

  Serve as the technical lead for safety and security risk mitigation and management in support of emergency response, deploying to country offices or response hubs and developing formal Security Risk Assessments and initial protocols for emergency response teams.

  Lead security-relevant aspects of crisis response and build organizational capacity by overseeing Crisis Management Exercises and maintenance of the Crisis Management Plan.

  Develop and implement Business Continuity Plan for Security Function that aligns with supports and aligns organizational BCP.

  Responsibility Area: Training and Development

  Function as the seniormost technical authority during review of safety and security-relevant documentation.

  Manage relationships with safety and security-relevant service providers (e.g., travel assistance platform, insurers, technology vendors, and trainers)

  Collaborate across the organization to raise awareness, socialize, and embed Duty of Care into all functions.

  Lead the development of a safety and security training program, choosing appropriate, accessible resources, and administering specialized, ad hoc trainings, as necessary or as directed by Duty of Care owners.

  Responsibility Area: Administrative

  Manage relationships with safety and security-relevant service providers (e.g., travel assistance platform, insurers, technology vendors, and trainers).

  Prepare the operation’s budget and monitors operations throughout the year to ensure adherence to budgetary controls.

  Create metrics for continuous improvement, promoting teamwork and the best use of the centralized and decentralized security staff as well as outsourced resources.

  Fulfill other related functions as required.

  POSITION SPECIAL RESPONSIBILITIES:

  Ability and willingness to travel independently to all threat level areas including high threat areas with minimal security support. Approximately 30%.

  Supervisory Responsibility of Global Security Department.

  Promote a culture of excellence, inclusion, learning, support, diversity, and innovation.

  Knowledge, Skills and Abilities

  Excellent written and spoken English – able to communicate clearly and organize information logically.

  Sensitivity to cultural differences, psychological trauma, and sector-specific dynamics

  Demonstrated team leadership experience.

  Demonstrated systems development experience, particularly regarding security systems.

  Willingness to be available for staff crises 24/7

  Highly organized and a self-starter – dedicated to improving systems and building employee and organizational capacity.

  Strong digital skills – proficient in the full Microsoft Office suite and able to learn new software quickly.

  Able to maintain composure during high stress situations.

  Qualifications

  Undergraduate degree in a related discipline and a minimum of 11 years of related work experience or a minimum of 15 years of related work experience.

  Familiarity with the Humanitarian Principles and dedication to Global Communities’ mission and organizational values

  Demonstrated knowledge of humanitarian and emergency response security needs and mitigation measure

  Preferred experience working in fragile or high-risk settings, ideally in a range of locations, with NGO/INGOs

  Working proficiency in Spanish, French, or Arabic preferred

  Work experience in Asia, Africa, and/or Latin America preferred.

  Active Hostile Environment Awareness Training certification preferred.

  Demonstrated knowledge of and integration into the security framework and mechanisms of NGO/INGOs and other key security actors preferred.

  Experience working in an INGO country office full-time preferred.

  Location and Work Schedule

  This selected candidate can be based in Silver Spring, MD or San Diego, CA. Candidates must be authorized to work in the US without any restriction.

  This role is on a hybrid/telework schedule. The selected candidate is expected to work at least twice as week (Tuesday, Wednesday, or Thursday) from either our San Diego or Silver Spring office and the remainder of the week from an approved remote location.

  Salary and Compensation

  The estimated salary for this position is between $156,750-215,530. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
