Job Description:
Develop and manage RFQ/RFP process. Develops accurate, credible, and complete cost estimates of the material costs and price to develop and/or manufacture fuzing and ordnance systems and products. Collects and analyzes historical costs data, functional inputs, and vendor quotations to develop the basis for estimating in accordance with company policies and procedures. Prepares cost reports, cost volumes, basis of estimates, and management briefings on proposed costs. Works as a member of the cross functional proposal team to develop estimates and may present proposed costs to local, sector, group, and corporate management. Represents L-3 Fuzing and Ordnance Systems in supporting Government and other prime contractor audits, fact find, and negotiations. Maintains proposal files, tracking database, and charge numbers.
Essential Functions:
Develops cost and pricing data for low to complex proposals in response to customer's request for proposals.
Reviewing customer proposal requests to determine cost and pricing structure, estimating approach and data requirements.
Preparing credible substantiated direct material estimates in accordance with company policies including Developing the Proposal Bill of Material (PBOM), identifying material estimating strategy, Initiating the vendor quotation process, analyzing actual historical material costs, Adjusting costs for quantity and inflation.
Identifying vendor quoted additional costs.
Documenting estimating approach, assumptions, and calculations
Maintains estimating templates and software.
Must be able to obtain and maintain a security clearance.
Qualifications:
Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.
Two years or more experience using advanced Excel skills including use of pivot tables, lookup tables, etc.
Preferred Additional Skills:
Knowledge within Deltek, Costpoint, SAP and ProPricer
Experience with creating Basis of Estimates (BOE)
Knowledge of Supply Chain principles and concepts in defense contracting.
Knowledge in the procurement processes of military grade products.
Knowledge of International Traffic in Arms Regulations (ITAR), Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFAR)
