Job Summary
The Sourcing and Contract Coordinator leads and participates inprojects/initiatives representing University of Illinois System offices.This position negotiates contracts, prepares solicitations, develops anddelivers training and presentations regarding procurement andcontracting topics, and performs other administrative duties asassigned.
Duties & Responsibilities
Performs contract negotiations and coordination for goods andservices.Provides purchasing guidance and consultation to peers and Systemoffices regarding procurement and contractual issues. Interprets andadministers State and University procurement regulations and rules.Handles procurement projects and leads the evaluation of responsesof solicitations (primarily IFBs, some RFPs)Serves as a liaison with University Counsel, Risk Management,contractors, department/units, and executive management for contractnegotiations, agreements, and procurement activities.Analyzes current purchasing trends for University System offices toidentify needs for annual contracts and/or pricing agreements.Determines availability of group purchasing contracts/awards for useby System offices. Participates in cooperative bidding process asrequested.Directs efforts, project plans, and staffing resources in specialprojects related to System Purchasing\'s goals and initiatives.May develop and deliver training and presentations on procurementand contracting topics to internal and external audiences.Assists the Director of System Purchasing & Support Services withthe Contract Administration of new or assigned StrategicProcurements.Assures that necessary rules and regulations are employed in thecontract process, and necessary legal requirements are incorporatedinto all agreements.Communicates award information to University System offices.Serves as a University contact for vendors regarding procurementpolicies and procedures and obtains information regarding products,prices and service proposals.Negotiates requests for change orders or amendments and preparesdocuments to implement contract revisions.Assists in the administrative functions of the office which includeship-to-address additions and setting customers up in the shippingportal.Serves on University committees as needed and on behalf of theDirector of System Purchasing and Support Services.Performs other duties and responsibilities appropriate for aSourcing and Contract Coordinator.Minimum Qualifications
Bachelor\'s degree in business administration, management, or a fieldrelated to the position. Two years of professional business, financial,and/or managerial work experience. (NOTE: A Master\'s Degree in an areaconsistent with the duties of the position may be substituted for one(1) year (12 months) of work experience.)
Preferred Qualifications
Completion of professional certification including CertifiedProfessional Purchasing Buyer (CPPB), or Certified Public PurchasingOfficer (CPPO), or similar designation.
Experience in procurement, contract negotiations, or similar workexperience.
Experience with Enterprise Resource Planning (ERP) system ande-procurement system.
Knowledge of contract development, negotiation principles and practices,legal aspects of contracts, and State laws and University proceduresrelated to contracting and procurement, or similar complex rules andregulations.
Knowledge, Skills and Abilities
Demonstrated organizational a d analytical skills with attention todetail.
Ability to establish objectives, implement procedures, and developmethods to measure effectiveness of results obtained.
Proficiency with business, procurement or contract managementapplications.
Knowledge about general office operations and procedures to effectivelycontribute toward the success of operations and services administered bythe department and ensure the accuracy of information provided tooffices/persons seeking assistance from this office.
Knowledge about guidelines set forth in the followingpublications/resources: The General Rules Concerning UniversityOrganization and Procedure; Campus Administrative Manual; University ofIllinois Statutes; Policy and Rules for Civil Service Staff; CivilService Statute and Rules; and Handbook for Good Ethical Practice forFaculty and Staff at the University of Illinois.
Excellent keyboarding, grammar, and proofreading skills, with strongemphasis on accuracy and applicable formats and criteria, to prepare andprocess correspondence, reports, and other documents that appropriatelyreflect University and department standards.
Advanced computer skills using Microsoft Office suite (e.g., Word,Excel, PowerPoint) as well as proficiency with an Internet browser.
