About SOIL CONSERVATIONIST (Area Program Liaison)

  Summary This position is located in the Natural Resources Conservation Services (NRCS) area office. The incumbent works under the supervision of the Assistant State Conservationist (ASTC-FO) in providing leadership and guidance in the implementation of Farm Bill programs, to include the administration of the area Integrated Accountability System (IAS) and the use of automated NRCS field tools as related to conservation programs utilized within the area. Locations will be Negotiable: SEE ADDITIONAL INFO Responsibilities Works with the field staff to formulate recommendations of needed program rule and implementation process changes. Serves as the contact for State Office program specialists to ensure that all relevant information is provided to the field staff accurately and promptly. Represents NRCS at conferences or on committees relating to the Farm Bill programs for which the agency has responsibility. Reviews existing Farm Bill contracts to develop, monitor, and evaluate proper contract execution to include, but not limited to, practice implantation and progress reporting by planned and applied contract dates. Assist with the development and implementation of program outreach efforts targeted at underserved clients especially American Indians, women, and limited resource producers and other identified individuals and groups. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade for GS-11: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level). Time in grade for GS-12: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.; OR Combination of Education and Experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils. Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: GS-11 Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience includes knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include: reviewing existing Farm Bill contracts to develop, monitor, and evaluate proper contract execution; preparing conservation or resource management plans and providing financial or implementation assistance; reviewing and monitoring partnership cooperative and/or contribution agreements; OR Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if you meet the definitions below: Substitution of education in lieu of specialized experience for the GS-11 level: 3 year(s) of progressively higher level graduate education leading to a Ph.D degree or Ph.D or equivalent degree in soil conservation or a related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. GS-12 Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience includes knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include: providing technical expertise, guidance, program management, training, and/or quality control for Farm Bill programs; administration of an area Integrated Accountability System (IAS) and the use of automated field tools formulating recommendations of needed program rules and process changes; Some federal jobs allow you to substitute your education for the required experience in order to qualify. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. If a relevant course is not clearly qualifying (e.g. special topic, seminar, research, thesis, obscure or misleading course title, etc.), please submit an official course syllabus and/or detailed course description from the university/college for that particular course to ensure you are properly evaluated. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed. Physical Demands: The work is sedentary and usually performed while the incumbent is at a desk, computer station, or speaking before groups. Frequent travel is necessary to provide direct field office assistance, to attend meetings, and conduct business away from the normal workstation. Incumbent will also often work outdoors under field conditions. Work Environment: The work is usually performed in an office environment requiring a common-sense approach to activities of this setting. This work may involve exposure to adverse weather such as snow and icy roads during the winter travel and driving over farm fields and unimproved roads when on field visits.
