ICF is currently seeking an innovative and experienced Content and Learning Development Specialist to join our team at ICF. In this role, you will work across several projects, including initiatives funded by the Department of State’s Office of Victims of Crime, to develop content and learning for victim advocates, those working in the criminal justice system, and other stakeholders. Other potential project areas of focus include poverty solutions, housing and community development, justice research, and public health preparedness.
This role is ideal for professionals passionate about writing and creating engaging learning experiences and products in a variety of settings and team structures. This requires candidates who are proactive, nimble, and flexible when developing content and learning solutions.
We aren’t generic contractors; we are expert consultants. We work with our clients to proactively determine the ideal solution to their problems. We are seeking candidates who can help us create dynamic, engaging, exciting learning content in multiple modalities (e.g., e-learnings, curriculum, videos, webinars, guides, web-based tools, fact sheets, infographics, etc.) with an emphasis on user-centered design, user experience (UX), and accessibility for all learners.
Please note that this position is expected to transition to full-time work upon the completion and passing of government security clearance requirements.
Key Responsibilities:
Identify learning and content development needs based on needs assessments, research, and input from stakeholders and clients.
Write, develop and design dynamic, accessible learning content focused on U.S. government programs in poverty solutions, housing and community development, victims’ services, justice research, and public health preparedness.
Collaborate with subject matter experts to develop content and ensure content accuracy and relevance in these key areas, including integrating edits and feedback from subject matter experts and other stakeholders.
Use a variety of content creation and design tools to produce impactful and engaging learning in multiple modalities, including short-form products and materials.
Adapt content to cater to diverse learning styles and needs.
Participate in the development and review of products for adherence to style and storyboard guidelines, writing standards, course/task flow, and designing for standards such as SCORM conformance and Section 508 compliance.
Conduct and facilitate training and information-sharing discussions both in-person and through virtual webinars.
Liaise with grantee communities to understand learning needs.
Basic Qualifications:
3 years of experience in content development, learning solutions development, instructional design, or related fields.
5 years of experience in managing learning management systems, extracting data and compiling reports, and providing excellent customer service.
Bachelor’s degree in Education, Communication,Instructional Design, or Psychology
Skills and Proficiencies:
A strong portfolio showcasing relevant learning products and modalities, particularly those that address complex social issues.
Demonstrated skill in displaying data in graph and chart formats.
Ability to work both as the sole learning developer and specialist on a team and as part of a larger learning team across multiple projects, clients, and audiences.
Excellent communication skills with the ability to effectively convey complex information.
Ability to flexibly adapt and pivot to address multiple and emerging needs from diverse audiences and clients.
Proficiency in various content creation tools, such as Articulate Storyline (flexibility in tool proficiency is encouraged).
Proficiency with word-processing, spreadsheet, and presentation tools (e.g.,Microsoft Word, Excel, and PowerPoint)
Superior use of the English language including the ability to read, comprehend, and communicate information and ideas effectively.
Preferred Qualifications:
Experience with rapid development tools (specific tool experience is flexible).
Experience conducting, delivering, and facilitating in-person and virtual trainings, webinars, and discussions.
Familiarity with concepts related to Communities of Practice and the application of social networking and online collaboration tools to learning.
Background in collaborative and community-based learning environments.
A passion for social change, particularly in areas like poverty solutions, housing and community development, victims’ services, justice research, and public health preparedness.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$63,511.00 - $107,968.00
