Weldin is certified under the SBA HUBZone program with over 25 years of experience headquartered in Alaska with offices nationwide.

  POSITION PURPOSE:

  The Site Safety and Health Officer (SSHO) will be initial tasked to serve on a U.S. Army Corps of Engineers (USACE) project located on Joint Base San Antonio Fort Sam Houston (JBSA FSH), San Antonio, TX. The SSHO primary responsibility is to maintain and promote a safe and healthful work environment through effective leadership, active interaction with workers and management, hazard analysis, implementation of appropriate controls and providing ES&H and industrial hygiene (IH) oversight applicable to site activities. The SSHO actively seeks to ensure ES&H regulatory laws, contractual safety requirements, and company policies and procedures are followed to include adhere to OSHA regulations associated with 29 CFR 1926, Construction Safety, EM 385-1-1, USACE Safety Manual, requirements, and North Wind's health and safety programs. The SSHO must seek to insure a safe and healthful worksite and adherence to environmental regulations, and for provide safety supervision and site-specific training. The SSHO will promote a strong safety culture and safe work practices, being directly involved with developing and approving site-specific safety plans and Activity Hazard Analysis (AHAs). Duties include being knowledgeable and capable to lead incident and near miss investigations, root-cause-analysis, and assist with the development of corrective actions to deficiencies and prevent reoccurrence.

  ESSENTIAL DUTIES AND RESPONSIBILITIES:

  Active interaction with supervisor(s), foreman, and workers.

  Weekly interaction with the project Safety and Health Manager.

  Strong familiarity and understanding of OSHA construction safety regulations (29 CFR 1926) to be able to address regulatory requirements.

  Strong familiarity with EM 385-1-1, USACE Safety Manual, to address USACE safety requirements.

  Provide clear direction and guidance in relation to OSHA and USACE requirements for construction safety.

  Assist with the development and implementation of written safe work control documents, such as Accident Prevention Plans (APPs), Activity Hazard Analyses (AHAs), and other safety plans that may be required by EM 385-1-1, such as standard lift plans.

  Assist with addressing potential safety concerns and issues when planning work tasks.

  Development and approval of standard lift plans, experience with critical lift plan development is also preferrable.

  Prepare and present safety training modules, briefings, and tailgates.

  Confident in ability to address emergency response, incident investigations, development of lessons learned, and performing hazard assessments.

  Familiarity with Permit Confined Space Entry laws and regulations.

  Understanding of hot and cold stress issues and how to properly assess and manage those issues when they exist.

  Calibrate and operate a multi-gas meters.

  Participate in weekly and monthly safety meetings.

  Be willing to travel at least 50% of the calendar year.

  May be involved with Industrial Hygiene (IH) (preferred experience).

  MINIMUM QUALIFICATIONS:

  Education and Experience:

  Minimum of five (5) years' experience in the implementation of occupational safety & health programs with a strong background in construction safety. IH experience is desirable.

  Minimum of five (5) years management or supervisory experience in general construction, managing safety programs or process or conducting hazard analyses and developing controls.

  Minimum of one (1) year experience associated with Emergency Response coordination.

  Completion of 30-hour OSHA construction safety class or equivalent within the last five (5) years and an average of at least 24 hours of formal safety training, at a level that is appropriate for Safety/IH certification maintenance, each year for the past five (5) years.

  Certification as having completed training in First Aid and Cardiopulmonary Resuscitation (CPR) within the previous 24 months by a recognized organization, such as the American Red Cross or the American Heart Association (preferred at hire but required at the job sites).

  Training or experience related to confined space entry, scaffolding, excavation, lift plans, hot work, and other areas of construction safety.

  Training or experience in hoisting & rigging.

  Skills and Abilities:

  Strong interpersonal skills.

  Superior organizational abilities

  Must have the ability to effectively present information and respond to questions from management, crafts, clients, and subcontract personnel.

  Must have ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

  Ability to take initiative, to maintain confidentiality, to meet deadlines, and to work in a team environment IS essential.

  Ability to work under tight deadlines and handle multiple/detail-oriented tasks.

  Strong technical writing skills which are customary to remediation projects, safety, industrial hygiene, incident/accident reporting, assessments, and position papers.

  Strong PC-based computing experience (MS Word, Excel, PowerPoint) is essential.

  Must be fluent in English.

  Special Requirements:

  Willing and able to travel as required.

  Flexibility to work extended hours and days to meet project demands.

  Must pass pre-employment background check.

  Must pass pre-employment drug testing.

  Must have a valid driver license.

  Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.

  PREFERRED QUALIFICATIONS:

  Certifications such as CSP, ASP, OHST, and CHST considered a strong asset.

  If the SSHO has a nationally accredited safety or IH credential, such as CSP, ASP, CHST, or CIH, only four (4) years of experience is needed.

  Preferred specialized training and experience to include, but not limited to, safety related exposure monitoring including use of air monitoring instruments, air sampling methods and interpretation of results (exposure assessment and reporting), PPE selection, application and limitations, development and implementation of respiratory protection programs.

  Preferred to understand industrial hygiene sampling methods for personnel and area exposure sampling, including familiarity with one or more NIOSH/EPA/OSHA sampling methods and chain-of-custody requirements.

  Ability to achieve medical clearance for potential full-face respirator use is desirable.

  PHYSICAL DEMANDS:

  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to stand, walk, sit, squat, climb and talk or hear. The employee is often required to use hands or fingers to handle or feel and reach with hands and arms. Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

  WORKING ENVIRONMENT:

  Employee will support work inside and outside and need to be able to withstand changing, and sometimes, harsh weather conditions with prolonged walking, standing, and performing work in a field environment. May be required to achieve medical clearance for potential full-face respirator use.
