About SEXUAL ASSUALT/SEXUAL HARASSMENT PREVENTION AND RESPONSE SPE

  Summary The primary purpose of this position is to serve as a Sexual Assault/Sexual Harassment Victim Advocate to eligible installation level military, civilians, and dependents. Responsibilities Provide a wide range of essential support and advocacy services, liaison services, and care to victims of sexual assault/sexual harassment in accordance with generally accepted procedures and techniques. Conduct assessments of individuals to determine required needs and evaluate safety and levels of risks; provide emotional support, guidance, and advice to victims in crisis while addressing the individual's needs and desires. Assist victims in prioritizing actions and establishing short- and long-term goals related to the recovery from sexual assault/sexual harassment. Facilitate or assist in the planning, scheduling, and delivery of sexual assault/sexual harassment response training for all installation personnel, leadership, deploying personnel, and other key functional stakeholders to include annual refresher Sexual Assault Prevention and Response (SAPR) training. Establish liaison with local victim support agencies to gain support and cooperation in achieving support for victims of sexual assault/sexual harassment and to promote the enhancement of the sexual assault/sexual harassment prevention and response services. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for 0101 series & Group Standard for Professional & Scientific Positions. BASIC REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-XX level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which includes assisting with conducting victim advocacy, social services delivery systems, principles, behavioral theories and other acts of interpersonal violence; conducting assessment of individuals to determine required needs and evaluate safety and levels of risk and performing crisis intervention, safety planning, referral, ongoing non-clinical support in serious and complicated cases. OR EDUCATION: Three full years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M. in a field related to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment. 2. Knowledge of laws, regulations, issues to include organization structure, management policies, methods and practices relating to sexual assault/sexual harassment victim advocacy and related interpersonal violence. 3. Knowledge of social service delivery systems, methods, and theories relating to victim advocacy, sexual assault/sexual harassment and training and education techniques to implement and deliver sexual assault/sexual harassment training. 4. Skill in applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support/assistance. 5. Ability to employ various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Additional Information This position may be designated as mission essential based on local conditions in accordance with Department of Defense Instruction (DoDI) 3020-42. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
