The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the SERT Coordinator within the Bureau of Response, responsible for the direct management and oversight of various response planning programs, directives, policies, and after-action reports ensuring the bridge between blue skies and gray skies and the state’s ability to respond to disasters and transition smoothly between activations while providing situational awareness and operational updates throughout the Division.
The duties and responsibilities for this position include, but are not limited to, the following:
Ensure the development and maintenance of the State Emergency Operations Plan to ensure the state government response is expeditious and effective.
Assist in the maintenance of State Emergency Operations Center and SERT Standard Operating Procedures in coordination with the SERT Chief and Response Bureau Chief.
Develop and manage contracts for the Response Bureau to ensure adherence to state and federal regulations, guidelines, and operational standards.
Monitor contractor activities and ensure contractual requirements are followed in accordance with contract language, established guidelines, FDEM policy, and relevant statutes and administrative codes.
Assist the Bureau of Response leadership in the development, organization, and distribution of specialized accreditation and statutorily required plans and programs.
Establish procedural guidance for specialty assigned tasks under the direction of the Division and SERT specific to an event, including quantities, and methods for tracking.
Coordinate with local, state, and federal partners to remain current on any and all changes to programs, regulations, and guidance to operational procedures during non-disaster and disaster.
Develop, implement, and modify plans as necessary to achieve project objectives and communicate changes to relevant stakeholders.
Deploy to areas impacted by a disaster for prolonged periods to manage assigned operational projections.
Perform other duties as assigned by Bureau Leadership and Executive Staff.
Knowledge, Skills, and Abilities:
Knowledge of state, local, and federal responsibilities during disasters.
Knowledge and understanding of the Florida Command, Section, Branch, and ESF structure of the SEOC.
Knowledge of State of Florida contracting statutes, rules, and regulations related to the agency.
Knowledge of computer-based report preparation and strategic planning.
Ability to plan, organize, and coordinate multi-work assignments with competing deadlines.
Ability to communicate effectively with internal and external Division staff and partners while maintaining effective working relationships with others.
Ability to manage assigned personnel and demonstrated ability to supervise, motivate, develop, and direct people.
Ability to operate desktop computer software and programs, maintain databases, and provide status reports and strategic planning documents as required.
Ability to oversee and provide technical assistance to government, industry, and the public.
Ability and skill to communicate effectively and professionally with governmental organizations and stakeholders, including public speaking and writing reports for public dissemination.
Ability to conduct and participate in conferences, meetings, and workshops relating to emergency management preparedness and response.
Ability and demonstrated skill in exercising good judgment in emergency/critical situations and ability to make decisions quickly.
Ability to manage a complex workload while working both independently and as a member of a team.
Ability to travel and/or work in a field environment during disaster conditions when necessary.
Ability to coordinate multiple projects, tasking, and/or priorities.
Minimum Qualifications:
Bachelor’s degree in emergency management, public administration, or related field or associate degree and minimum two years of field experience in degree specialty or four years of field experience in degree specialty.
Two years of professional experience in reviewing and editing policies and procedures.
Two years’ experience as a vendor or contract manager.
