Job Description:
L3Harris Technologies, Space & Airborne Systems Segment, Telemetry & RF Products business area is seeking an exceptionally motivated, proactive individual to support our growing business. In this role, the ideal professional will manage the life-cycle of purchase orders from the initial source selection and acquisition strategy or onboarding and vetting of new suppliers, through the solicitation, negotiation, and answering supplier information requests, to awarding a purchase order, to facilitating supplier supports request, managing the cost and schedule of the purchase, which includes purchase order management/execution, delivery of goods, invoicing, payment, or return of materials issues, to finalizing the purchase order closeout processes. Additionally, the candidate in this role will lead aspects of the Subcontract acquisition process from proposal stage through Program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and defeminization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
Essential Functions:
Person with leadership aspirations in the supply chain who can work within set boundaries and with very little direct supervision.
Strong verbal and written communication skills
Must be able to communicate effectively with a wide array of professional levels and functions, direct leadership, and suppliers to support cross-functional requests and inquiries.
Expert in generating Request for Quotes (RFQs) grading criteria, should cost analysis, and price analysis support for sole source and complex buys.
Ability to identify issues and direct suppliers on how to mitigate risks based on program review and execution.
Motivated self-starter well versed in the Subcontract Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost
Manage supplier budgets and schedules and be able to explain variances in monthly performance.
High level expertise in FAR/DFARS, ITAR, EAR regulations and able to navigate through internal procedures for compliance.
Follow strategic direction set by Program and functional leadership Works independently with medium to minimal guidance.
Ensures all applicable program, company, compliance, engineering, quality, technical specifications, and other item-specific conformance criteria are clearly and adequately conveyed to suppliers and other functions to increase accountability for program performance.
Strong negotiating skills for subcontract best value, lead times, payment terms, and milestones
Strong skills in coordinating and finalizing legal documents as required (i.e., Purchase Order/contractual, Non-Disclosure Agreements (NDAs), Legal Agreements, Terms and Conditions etc.) to effectively align with the program execution structure.
Manage deliveries to meet or exceed performance requirements
Experience with reviewing Purchase Order (PO) Compliance packages, which includes, source justifications, commercial certifications, and price justifications along with other Federal Acquisition Regulation/Defense Federal Acquisition Regulation Supplement (FAR/DFARS) and Department of Defense (DOD), Contractor Purchasing System Review (CPSR) requirements.
Develops action plans to increase supplier performance trends, mitigate supplier risks, and positively influence supplier relationships.
Influences supplier metrics by monitoring and responding to internal cross-functional metric trends that indicate early risks of supply chain disruptions by managing, communicating, and resolving Supplier Support Requests (i.e., supplier deviation
Advocates supplier relationship management practices, and enhances system processes including return to vendor, nonconformance request, supplier root cause corrective action requests, and supplier payments.
Able to lead and manage all aspects of supplier communications, actions, and resolution of issues within a cross functional team.
Manages work assignments to achieve operational targets and goals.
Trains, coaches, and mentors’ peers. In Group Lead role, leads, directs, and reviews the work of direct report(s) to maintain workflow and productivity, and ensure weekly objectives are achieved. Provides input on hiring, firing, promotion, performance and/or compensation decisions for own organization. Reports to Associate Manager or higher.
Qualifications:
Requires strong knowledge of job area. Typically viewed as having a specialty within discipline. May have broad knowledge of project management. Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In compliance with pay transparency requirements, the salary range for this role is $84,500 - $157,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
