About the Program
PATH is a five-year health sector strengthening program funded by the Australian Government in partnership with the Government of PNG between 2020-2025, aligned to PNG’s National Health Plan 2021-2030 and DFAT’s Health Portfolio Plan.
PATH’s End of Investment Outcomes (EOIO) are:
Provincial Health Authorities are more able to lead provincial health reform and mange effective, efficient, equitable and quality essential health services in selected provinces.
DFAT-funded health services are demonstrating efficient and effective models of service delivery, influencing PHA performance; and building sustainability by transitioning to PHA management in selected provinces.
To achieve these, PATH has 3 Intermediate Outcomes (IO) focused on Provincial Health Authority leadership, Women in Leadership and Essential Health Services.
The shared commitment by the Government of PNG and Australia to the health sector recognises its importance to economic and social development in PNG. Healthy people are better placed to invest in their own education, businesses, and government. Strong health systems and quality service delivery are vital to regional security, stability, and prosperity.
At the subnational level, PATH has 6 demonstration provinces (autonomous Region of Bougainville, East New Britian, Western Highlands, West Sepik, Morobe and Western) and is working to build capacity for improved provincial health service delivery and to support the transition of DFAT funding to PHA management. At the national level, PATH is working with the National Department of Health (NDoH) and other Central Government Agencies by sharing and analysing the experiences and practices needed to support the provincial health systems in leading and managing health service delivery. PATH is an adaptive, program that seeks to flexibility respond to changing local circumstances over the life of the program.
The Australia-China- Paua New Guinea Trilateral Collaboration on Malaria and Health Security Project (TMP/The Project) sists within the Health Security and Pandemic Response workstream of PATH. The project commenced in January 2020 and is a four-year project that has been extended for another year into 2024 contributing to a longer term, 10-year collaboration between the three countries.
Context
The Project goal is based on the PNG National Health Plan (NHP) and contributes to the achievement of Sustainable Development Goals 3 and 17.
The overarching objective of the Project is to strengthen the public health system in PNG to contribute to malaria elimination through enhance trilateral cooperation. The project has two overarching objectives it aims to achieve:
Objective one: Health system has improved capacity to reduce the malaria burden in PNG.
Objective two: Transformative partnership between the three countries is addressing health security challenges through mutual learning and enhanced cooperation.
Under the two Project objectives are 6 project Outcomes:
Outcome 1: Improved diagnosis and real-time surveillance of malaria at national, provincial and district levels
Outcome 2: NDOH malaria policies and practices are based on quality data analysis and interpretation that are disaggregated by gender, including evidence informed by local research
Outcome 3: Selected pilot provinces demonstrate improved capacity to prevent, detect and respond equitably to malaria
Outcome 4: An effective and efficient trilateral project governance and management model that can be replicated
Outcome 5: A practical understanding of respective countries’ health policies and practices
Outcome 6: Dialogue on health policy to strengthen health security.
The Project also has unique governance model and follows a partnership brokering approach. The project uses a partnership-based approach involving joint decision-making, co-design of activities, shared resource contribution and mutual accountability.
About the Opportunity
The Senior Program Manager operates as a neutral intermediary between the three governments, providing high quality partnership brokering and project management support to the partners to co-design, implement, monitor, and review project activities, systems, and policies. The Senior Program Manager leads the Project Management Unit (including two project staff based in Port Moresby, located within the PATH program, and one seconded part-time staff member at the National Institute of Parasitic Diseases in Shanghai) which provides the required management, administrative, financial, procurement, logistics and security support for the project.
Key responsibilities
Ultimately report to and be accountable to the Governments of PNG, China and Australia through the Joint Project Working Group, and liaise closely with the nominated Project Oversight officers located within the JPWG member agencies.
On a day-to-day basis, the Senior Program Manager will report to the PNG National Malaria Control Program Manager within the PNG National Department of Health and liaise closely with the nominated Technical Directors and Advisors located within relevant implementing agencies.
Lead the Project Management Unit, comprising the China-based Project Coordinator based in NIPD (not a direct report) and 2 locally engaged staff members based within PATH. The Senior Program Manager will report to the Health Security Lead on logistics and operational issues relevant to PATH support to the Project.
Support partners for delivery of the project including design, implementation and review of programs and activities.
Facilitate strong partnership between the three Government partners with a focus on Malaria and Health Security.
Proactively contribute to the broader Health Security workstream within the PATH program.
Performance management will be coordinated by PATH, based on consultation and feedback as appropriate from Project partners.
Other duties as reasonably directed.
Key deliverables
Provision of high-quality partnership brokering support to the partners , acting as a neutral intermediary to foster active collaboration between the partners, and promoting the partnership’s agreed principles of equity, mutual respect, and open communication.
Provision of high-quality secretariat services to the partners , as evidenced by prompt and clear verbal and written communication including drafting of meeting agendas, facilitation of JPWG, Technical Director and Project Oversight officers’ meetings, drafting of records of meetings, and follow up with partners on key actions and next steps;
Maintain overall responsibility for delivery of the Project, as demonstrated by the effective, efficient, and ethical management, monitoring, and evaluation of activities in line with the endorsed Annual Workplans.
Led the Project Management Unit, as demonstrated by the effective management of locally engaged staff and close liaison with the China-based Project Coordinator, to provide timely and cost-effective management, administrative, financial, procurement, logistics and security support for the Project.
Maintained strong and productive relationships with Project partners, Project Management Unit, and other key stakeholders including the review team members, MTR Working Group members, and other personnel as required.
Provided all required reports , including but not limited to, annual Workplan, Project Manager reports, Annual and Six-Monthly Reports, in a timely fashion and to a professional standard.
Delivery of Project Evaluation in 2024, coordinate and manage the project Evaluation process, to be undertaken by external consultants.

Prepared in accordance with PATH reporting guidelines and templates
Provided in electronic format in Microsoft Word
Include scanned signed ‘Sign Off’ page
Delivered by the required date.

About You
For applications to be considered, a response to the key selection criteria below must be provided .
Demonstrated knowledge and understanding of the concept of partnership and experience brokering partnerships.
Tertiary qualifications in a related field such as international or community development, public health, social science research, monitoring and evaluation, project management or public policy.
Experienced in project management including planning, budgeting, reporting, and monitoring and evaluation skills.
Strong communication and cross-cultural relationship skills.
