About Senior Portfolio Manager

  Summary This position is located in the Office of Regional Operations, Department of the Chief of Program Operations. This remote opportunity has an in-region requirement. The selectee must reside in one of the following states supported by the Midwest Region: Michigan, Illinois, Indiana, Ohio and Kentucky. Remote employees will receive the locality rate associated with the location of their remote worksite, typically the employee's place of residence. Responsibilities The Senior Portfolio Manager will supervise a small team of Portfolio Managers and independently oversee and manage an advanced portfolio of grants and program development across all AmeriCorps streams of service. The incumbent also leads the development of new program or project opportunities. Manages an advanced portfolio of complex grants or projects. Oversees and manages the programmatic, financial, technical and administrative components of grants management or program development across all AmeriCorps streams of service. Provides technical assistance and program development to current or potential grantees or project sponsors throughout the grant life cycle. Plans, assigns and evaluates the work of Portfolio Managers and other staff to maintain a practical and equitable balance in workload, adjusting priorities and determining resource requirements. Fosters alignment and collaboration among Portfolio Managers to ensure consistent delivery of all AmeriCorps streams of service across regional offices. Coaches the team in the selection and application of appropriate problem solving methods and techniques. Works with the Deputy Director, Regional Operations to manage human resources needs/allocations and staff development. Assists with gathering, compiling, and analyzing information on program-related matters for preparation of required planning documents, evaluations and budgets. Cultivates new grantees and projects. Works with staff to evaluate potential new opportunities and programs in alignment with annual Program goals, priorities, and initiatives. Maintains grant oversight by ensuring timely, accurate, and complete submission of all reporting requirements. Conducts periodic reviews to monitor program performance and expenditures to ensure progress towards financial and programmatic objectives. Interprets regulations, rules, policies and procedures. Resolves extremely complex issues escalated by Portfolio Managers and determines if further review is necessary by senior management. Provides technical advice and guidance to grantee senior management to solve or unusual problems or issues related to portfolio management. Serves as a resource on teams and working groups tasked with developing or revising guidelines, policies, and processes. Requirements Conditions of Employment Qualifications Applicants must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the NY-03 pay band, which would be at or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Overseeing and managing the programmatic, financial, technical and administrative components of grants management or program development for an advanced portfolio of complex grants or projects. Providing technical assistance and program development to current or potential grantees or project sponsors throughout the grant life cycle. Planning, assigning, and evaluating the work of staff to maintain a practical and equitable balance in workload in accordance with current priorities and resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. Such experience must be clearly documented in the applicant's resume.
