About Senior Policy Analyst

  Summary This position is located in the Drug Enforcement Administrator (DEA), Diversion Control Division, Regulatory Drafting & Policy Support Section (DPW), Arlington, VA. The position's primary purpose is to evaluate legislation and existing regulations and policies, analyze Diversion Control Program (DCP) regulatory issues, and recommend policy resolutions that are consistent with DEA's statutory mandates. Responsibilities As a Senior Policy Analyst your typical work assignments may include: Providing research, logical and reasoned writing and analysis, and interpretations for Diversion related policies that may include Federal regulations, internal processes. Conducting extensive research and utilizes technical expertise to prepare responses that are accurate, legally defensible, and practical in application including cost benefit and cost impact considerations. Independently performs reviews of existing legislation and pending legislative initiatives pertaining to regulated industries and professions. Preparing analysis and reports in anticipation of major trends in state legislation, manufacturing industry, and health professions and identifies potential cost benefit and cost impact implications. Requirements Conditions of Employment Qualifications Applicants must meet the Specialized Experience requirements as noted below. Qualification claims will be subject to verification. You must demonstrate in your resume at least one (1) year of qualifying specialized experience. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-14: Must have one (1) year of specialized experience equivalent to at least the GS-13 grade level which includes performing the following duties: 1) Drafting notices of proposed rulemaking and final rules, and other regulatory actions including cost impact and cost benefit analysis; 2) Reviewing and addressing public comments by developing legally defensible justifications for complex rules or policy related documents; 3) Drafting recommended changes to regulations to ensure compliance with federal legislation and policy directives; 4) Conducting extensive research and analysis of existing and proposed laws, regulations and policies to assess impact and risk; and 5) Using analytical techniques to identify, evaluate and resolve issues affecting operations. AND SAMPLE WORK PRODUCT: You must submit a Notice of Proposed Rulemaking (NPRM) or final rule, or it's state or local equivalent, where the applicant was the primary drafter for review with your application package. All qualification requirements must be met by the closing date of this announcement. The salary listed is based on the 2024 Base Salary table and will be augmented by locality pay as authorized for the duty location of the position. Education This job does not have an education qualification requirement.
