Collins Aerospace is seeking an experienced Chief Engineer (Value Stream Engineering Lead) for assignment within Power and Controls, Electric Power Systems, and Defense Systems Enterprise (DSE) to lead multiple Pursuit, Development, Manufacturing, and Sustainment Program Engineering teams within a Collins Management System (CMS) Level 4 Value Stream.
The DSE L4 Chief is the Engineering representative within the IPT for their respective Value Stream and is responsible for ensuring the successful execution (cost, schedule, and quality) of all Engineering activities across the entire life cycle. The DSE Chief will manage multiple Program Chiefs and is responsible for ensuring the organizational structure, resources, tools, and processes are in place for the engineering teams to successfully meet commitments. They are responsible for improving the efficiency, effectiveness, capability & capacity of the engineering organization at this level.
Onsite:
Must be a commutable distance from Rockford, IL to work onsite. This position is eligible for relocation.
Primary Responsibilities:
Manage multiple Program Engineering teams comprised of Program Chief Engineers, System Integrated Project Team Leads, Component Integrated Product Team Leads, and representatives assigned from the Functional Engineering groups .
Ensure the successful execution (cost, schedule, technical, and quality) of all engineering activities across the entire life cycle for the L4 and L5 Value Streams.
Manage and Develop multiple Program Chiefs and SIPTs within their organization - ensuring that the organizational structure, resources, tools, and processes are in place for the engineering teams to successfully meet commitments and grow their careers.
Maintain solid, positive, and effective collaboration and partnerships with their customer counterparts to maximize perceived value, customer satisfaction, and the potential for new business.
Communicate Program status and help needed to Business and Engineering Executive Management.
Resolve internal and external priority conflicts on programs, leveraging the organizational structure and professional networks to eliminate roadblocks for the teams.
Support OEM and AM manufacturing, Quality, and OTD goals through responsive and timely closure of the Engineering activities (SRIs, CRs, investigations…).
Support the Resource Management process to ensure the timely alignment of Supply and Demand for efficient and effective resource assignments.
Travel – 10% globally as needed.
Qualifications/ Experience Needed:
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience.
U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required.

4-5+ years of leadership experience in multiple disciplines is required.
Preferred Qualifications:
Degree(s) in Systems, Aerospace, Mechanical or Electrical Engineering.
Large Program multi-disciplinary Leadership experience with Qualified/Certified Products.
Experience with EVMS, Project Scheduling, Risk Evaluation, and Executive Communications.
Design, Manufacturing, Quality knowledge and experience.
Significant Customer-facing role with Negotiations and Scope Management.
Familiarity with Military Contracts, Specifications, and Processes.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
