S ummary
Senior Director of Programs supports medium - scale capital programs and oversees multiple projects in small/medium/large programs.
Responsibilities
The Senior Director is responsible for planning, monitoring, and evaluating operating agency force account resources for the Metro- North BU capital projects estimated at $3.5B in the 2020-24 Capital Program and future capital programs.
Establishing procedures for review, tracking, analysis , and troubleshooting capital support resources.
Coordinate all C&D MNR BU Capital project outages in conjunction with maintenance work on the Metro-North right-of-way with the relevant departments such as Transportation, Operating Capital , and MoW .
Monitor flagging and force account assignments and availability needed to fulfill contractual and safety obligations and ensure worksite safety and efficiency.
Attend project coordination meetings as needed to familiarize with project support and constructability needs.
Review construction and staging plans with respect to the railroad operating envelope.
Attend all track outage planning meetings , including Monthly Infrastructure, weekly track outage, annual track usage , and emergency meetings with MNR and MTA executives.
Prepare capital project monthly force account projections and attend force account resource planning meetings.
Spearhea de d identification and development of force account and flagging resource efficiencies to maximize availability productivity and optimize resource efficiency.
Develop indexes in order to compare approved vs. available flagging and F/A support.
Education and Experience
Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
Must have a minimum of twelve (12) years of related experience .
Must have a minimum of eight (8) years in a construction program/program management or supervisory role in a large, multi-faceted organization.
Competencies:
Licensed Professional Engineer or Registered Architect desirable.
PMP and CCM Certifications are preferred.
Significant experience in program management for major construction programs with highly complex systems i s preferred.
Proven ability to collaborate with a broad range of stakeholders and drive outcomes.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels .
Demonstrated ability to work in a high - profile, high - pressure environment effectively.
Must have focus and ability to deliver results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team - building , listening, problem - solving, and prioritization skills.
