About Senior Director Policy, Strategy and Innovation

  The _Senior Director Policy, Strategy and Innovation _will advance the mission of the agency by co-developing the policy agenda with the EOEA executive team, driving the execution of the agency’s policy and strategic agenda in coordination with external and internal stakeholders, leading key strategic initiatives and monitoring results and impact. Areas of focus may, but are not limited to, age- and dementia-friendly, behavioral health, caregiving, digital equity, economic security, housing, technology and innovation, social financing of long-term services & supports, advanced care planning, and transportation & mobility. The Senior Director will report to the Deputy Secretary and is a critical role on the EOEA management team, informing the agency’s point-of-view on emerging federal and state policy issues, facilitating decision-making amongst the executive team and key stakeholders, identifying promising innovations, policy solutions and practices, and implementing a variety of strategies and action plans to positively impact older adults living in the Commonwealth. The Senior Director will have the opportunity to lead several forms of policymaking, with an emphasis on strategy development, innovation, coalition-building, and collective action. The Senior Director will also manage agency strategic initiatives and will have several direct reports: Policy Manager, Program Manager, Sr Program Manager, Strategy Implementation Manager, and Research Analyst. The incumbent must bring expertise in strategy, policy development and implementation; coalition building; stakeholder relations; project management, strong analytical and communication skills; and the ability to manage a complex, enterprise-wide portfolio. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ The Senor Director is directly responsible for several key initiatives, including, but not limited to: * Lead and facilitate the Massachusetts Age- and Dementia-Friendly movement to create partnerships, programs, and policies at the state, regional, and municipal levels. This includes leading a coordinated effort across 7 organizations to deliver technical assistance, tools, and strategies to help cities and towns become age- and dementia-friendly. Thus far, there are over 200 municipalities directly impacted by this work. * Oversee the development of ePOLST. Portable Order for Life-Sustaining Treatment an EHS-wide initiative, including initial program discovery, scoping, and launch. Initial phases included securing fiscal resources and generating legislative action by EHS to affirm EOEA authority for data, regulations, and program oversight. Currently in start-up operation, which involves working with stakeholders to execute a 1.5-year project plan. Stakeholders represent diverse care settings, such as nursing facilities, inpatient, outpatient, emergency medical services, and hospice. * Oversee senior program manager and team of consultants as part of this effort. * Advance the agenda to expand support for family caregivers including working with external stakeholders and supporting the Massachusetts Caregiving Collaborative. * Serve as the point of integration for agency-wide strategic initiatives coming out of the strategy mapping exercise in late 2023. This includes preparing for quarterly review meetings with EOHHS and reporting on key performance indicators _ _ /_Preferred Qualifications:_/ * Knowledge of policy issues and topic areas related to healthy aging * Knowledge of EOEA’s programs, services, and how the aging services network operates * Knowledge of strategy frameworks to rapidly drive from large-scale issue to tactics * Knowledge of health, elder, and/or human services * Knowledge of effective facilitation techniques to achieve consensus and outcomes * Critical thinking and reasoning * Writing, interpersonal, and communication, with the ability to flex and adapt styles * Stakeholder management and relationship building * Collaborative and team-building skills\ * High-level program management and program strategy _Agency Mission:_* * By the end of this decade, one in five people living in Massachusetts will be 65 years or older. The Executive Office of Elder Affairs (EOEA) serves 1.7 million older adults in the Commonwealth through 350 Councils on Aging and 24 regional Aging Services Access Points. EOEA is responsible for ensuring that the services provided are of the highest quality, are consumer-focused, and are delivered cost-effectively. EOEA oversees a budget nearing $750 million from state and federal sources that supports program implementation through a regional distribution network of 24 Aging Services Access Points (ASAPs) and 350 Councils on Aging (COAs) nested within the 351 municipalities of the Commonwealth. EOEA is responsible for managing the statewide Aging Services Access Points network, the Home Care Program, Adult Protective Services (APS), the certification of Assisted Living Residences (ALRs), and is also responsible for numerous other state and federal programs including Prescription Advantage, home-delivered and congregate meal programs, the SHINE program, which provides counselling to older people regarding health insurance options, congregate and supportive housing, the Family Caregiver Support Program, and SCSEP (a program for older job seekers). EOEA also leads and staffs key public bodies and commissions pertaining to older adults including the Alzheimer’s Advisory Council, the Governor’s Council to Address Aging in MA, and the Assisted Living Advisory Council. EOEA also leads the work for Massachusetts’s commitment to be an age- and dementia-friendly state. _ _ _Pre-Offer Process:_ A criminal and Tax background check will be completed on the recommended candidate as required by the regulations set forth by the Executive Office of Health and Human Services prior to the candidate being hired. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
