  Salary Range (Grade B/775): $109,876 – $155,953

  Responsibilities :

  The Sr. Director is responsible for managing and coordinating the planning and development of the Capital Program for Employee Facility Renewal, Employee Facility Component, and Employee Facility Consolidation projects from inception to completion. Other responsibilities include, managing and coordinating the planning of capital projects for award to the in-house forces totaling 470 maintainer positions. Responsibilities include resolving critical issues concerning Accessibility projects with capital program including developing profiles, shepherding the baseline document, and resolving issues during construction and close out of projects. As the sponsor rep, the incumbent plans, develops, implements, the execution and oversight of the In-House Employee Facility Capital Program, and other in-house managed projects, as required. Responsibilities include, but not limited to, the planning of capital funding for Employee Facility Program, oversee the design and construction of current and future employee facility projects for the Department of Subways. Perform field surveys, for inspections and assessments of employee facilities; the mechanical and electrical components systems, as well as determines the need for repair or replacement. Develops comprehensive work plans that includes project master plans, OBIs; oversees project budgets and expenditures, and manages the beneficial use/final acceptance of in-house managed projects; process reimbursable budget requests; perform field visits to monitor construction progress and compliance; track project budget expenditures, coordinate engineering solutions in the field; prepare, track, review, and/or approve Budget Modifications and Staff Summaries. Support other program areas as required.

  Education and Experience :

  A baccalaureate degree from an accredited institution in public administration, business administration, finance, engineering or a related field. Ten (10) years of related experience and seven (7) years must have been in a managerial or supervisory capacity; or a satisfactory equivalent of education and experience.

  Desired Skills :

  • Financial analysis and personal computer skills

  • A bachelor’s degree in architecture or engineering ( i.e. mechanical, electrical) is desired.

  • Knowledge and experience preparing user-specific scopes of work and overseeing the implementation of projects that require comprehensive scheduling & coordination in field construction.

  • Knowledge of NYCT capital program.

  • Ability to develop, collect, formulate, and maintain databases, spreadsheets, estimates, project schedules and reports.

  • Budget and planning experience preferred.

  • Strong project management and problem resolution skills.

  • Understanding of transportation and engineering concepts; familiarity with NYCT’s subway system and capital plans/programs is desired.

  • Ability to communicate effectively with both technical and administrative staff.

  • Excellent written and verbal communication skills

  • Strong computer skills, financial analysis, budget, and project management experience

  Selection Method :

  Based on evaluation of education, skills, experience, and interview.

  All appointments, with the exception of the Department of Subways employees on MABSTOA payroll, will be made on the NYCT payroll.
