The Senior Manager will lead, coach and manage a group of Strategic Sourcing Development Managers who will have an in-depth knowledge of our Statewide contracts to be the point of contact for both buyers and vendors to ensure the contract is being utilized in accordance with its terms and conditions and provide feedback to teammates on the Contract and Vendor Relationship Management team. As the Senior Manager of the Strategic Sourcing Development group, you’ll be focusing on category definition, go-to-market sourcing strategies, and vendor and contract key performance indicators, as well as the use of technologies affiliated with the Strategic Sourcing Team including but not limited to COMMBUYS CLM, Sugar and CMS Supervisor. The Senior Manager provides oversight and direction for the Sourcing development team responsible for establishing effective procurements which provide best value, excellent supplier performance, and customer satisfaction. The successful candidate must be able to work collaboratively with peers, as part of the Sourcing leadership team, under the guidance and supervision of the Deputy Director of Strategic Sourcing. This leadership ensures that all Strategic Development Managers are using established administrative standards and processes, while encouraging bold thinking and approaches in contract solicitation and management. OSD is committed to continuous improvement in approach and process, and the leadership team serves as the catalyst and mentor for these ongoing reviews and improvements. The Senior Manager in conjunction with their peers, the Director of Strategic Sourcing, the Deputy Director, and OSD senior management, assists in developing, reviewing and updating procurement policies and procedures and functions as a subject matter expert, advising buyers and vendors. The Senior Manager is also responsible for working with oversight departments such as the Office of the Comptroller to develop and implement procurement-related policies and procedures. The Senior Manager works closely with other managers within OSD on the inclusion and promotion of Environmentally Preferable Products, on outreach and training to promote the use of OSD statewide contracts to all eligible entities and on diversifying the partners that the Commonwealth does business with, including certified minority, women owned and Service-Disabled Veteran businesses. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
