　　ManTech is seeking a motivated, career and customer-oriented, Senior Cybersecurity Program Manager to join our team in Fairmount, WV or Silver Spring MD.

　　The National Oceanic and Atmospheric Administration (NOAA) Office of the Chief Information Officer (OCIO) is seeking to acquire an integrated approach to support operations for NOAA Cyber Security Center (NCSC) and Department of Commerce’s (DOC) Enterprise Security Operations Center (ESOC). The NCSC and ESOC will provide integration across NOAA and its partners, DOC and its bureaus into the cybersecurity posture of its information systems of significant on-going cyber threats, events, and incidents, allowing management to make priority-based resourcing decisions.

　　The focus of the NCSC and ESOC is to integrate, correlate, and enrich disparate information sources to provide actionable intelligence and advance information systems to a strong cyber security posture. This program will focus on ensuring we protect information systems that support NOAA and its partners missions from cybersecurity threats; Protect Controlled Unclassified Information (CUI) and classified information; Prevent loss and exfiltration of NOAA and its partner’s data; Ensure the implementation of Federal zero trust architecture (ZTA) strategy; Ensure the implementation of DOC and NOAA’s cybersecurity standards and objectives; Ensure cyber hardware/software supply chain risk management processes are identified, established, assessed, managed with NCSC information system; Provide threat Information sharing between NOAA SOC and partners and implement stronger cybersecurity standards and capabilities; Improve regulatory and policy alignment and cyber security business processes.

　　Responsibilities and abilities include but are not limited to:

　　Experience managing a large Cybersecurity federal project program.

　　Demonstrated ability and agility to operate effectively in highly visible and fast-paced environment.

　　Experience in developing and managing productive relationships with senior government officials.

　　Directing program activities to meet client and organization work objectives and serve as a liaison with senior executive level clients to coordinate priorities and mitigate risks.

　　Demonstrated ability to anticipate and mitigate programmatic risks.

　　Supervise assigned technical and administrative staff, including subordinate supervisors, and perform personnel actions.

　　Empowered with the authority to make personnel and other decisions, plan, manage tasks, and direct resources to meet those items milestones.

　　Receiving and clarifying work requests from the Contracting Officers Representative (COR) and/or Government Project Leads

　　Developing and maintaining of project plans to track each of the major initiatives with NCSC Program Identifying and resolving all project related technical and managerial issues.

　　Reporting on any risk of not meeting deadlines and/or operational shortfalls of the services= provided by the contractor

　　Leverage Service Level Agreements (SLA) and Service Level Objectives (SLO) to ensure adequate service performance and availability.

　　Obtain security services that are highly reliable, secure, flexible, and cost-effective.

　　Manage all tasks, projects, or programs assigned by the Contracting Officers Representative (COR) to ensure that work completion in a timely manner.

　　Responsible for developing and maintaining Program Management Plans (PMP) to meet Statement of Objectives (SOO).

　　Ensure personnel are sufficiently trained and processes, and procedures to maintain and augment the operations that enable them to manage the full scope of portfolios, programs, and projects required for the NCSC to accomplish comprehensive cybersecurity services for NOAA and its partners.

　　Oversee full lifecycle of program management and project management (requirements, design, engineering, purchasing, installation, maintenance, decommissioning, retirement) must be followed with detailed plans provided to the government to ensure proper timelines and schedules and Plans of Action and Milestones (POA& amp;Ms) created to address scheduling shortfalls.

　　Ensure Work Breakdown Schedule (WBS) that depicts the offeror’s division of work for all tasks and identifies and specifies resources assigned to work on each WBS element.

　　Manage risks and issues to include a risk register/issue log to document identified risks/issues and associated responses and mitigation strategies.

　　Basic Qualifications:

　　Possess one or more of the following project management certifications: PMI Program Management Professional

　　(PgMP); PMI Project Management Professional (PMP); PMI Portfolio Management Professional (PfMP); PMI Agile

　　Certified Practitioner (PMI-ACP); Scrum Alliance Certified Scrum Professional - ScrumMaster (CSP-SM).

　　Possess one or more of the following technical certifications: ISC2 Certified Information Systems Security Professional (CISSP); ISC2 Information Systems Security Architecture Professional (ISSAP); ISC2 Certified Cloud Security Professional (CCSP); ISACA Certified Information System Manager (CISM); ISACA Certified Information System Auditor (CISA); GIAC Security Leadership Certification (GSLC); Axelos ITIL Strategic Leader (SL)

　　A bachelor’s degree

　　A minimum of (7) seven years of program management experience managing large cybersecurity programs

　　Preferred Qualifications:

　　A master’s degreeClearance Requirements:

　　Must be a U.S. citizen

　　Must hold a current Top-Secret clearance

　　Physical Requirements:

　　Must be able to be in a stationary position more than 50% of the time.

　　Must be able to communicate, converse, and exchange information with peers and senior personnel

　　Constantly operates a computer and other office productivity machinery, such as a computer

　　The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

　　The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
