Job Summary:
At Scull Construction, a Pre-Construction Manager/Estimator is responsible for delivering estimates and managing Construction Manager at Risk (CMAR) projects through the pre-construction process, including responsibility for project financials, risk mitigation, and client relations. This position will require occasional overnight travel and report to the Director of Pre-Construction. The position’s skill set is continuously increasing by working with an exceptional team that prides itself on doing some of the finest and most challenging projects in the northern plains region.
Salary:
Pay: $80,000.00 - $100,000.00 per year
Depends on experience

Essential Functions:
Oversees the pre-construction process from the first estimate through subcontract formalization
Establish and maintain positive and effective relationships and communication with all parties involved with the project
Nurture solid and long-lasting relationships with clients by understanding what is important to them and keeping them continuously informed
Lead teams of designers, architects, engineers, sub-contractors, and clients through all design stages for a shovel ready project
Work with owners and design teams to manage expectations
Learn and understand the company’s resources and the market of the project’s location
Manage financials, risk management, and client relations of assigned projects during pre-construction to issuing subcontracts
Plan and lead the pre-construction strategy meetings on the approach to the project and ensure that potential risks have been evaluated and reviewed by senior management
Write AIA 101, 104, 201, 133, 133A, and other contract documents
Draft and review bidding manuals to include front end specifications, scope packages, and developing a project schedule
Understand and manage bidding law requirements for local, state, tribal, federal, FARS, and ESSER projects
Develop construction schedules with input from the field
Conduct turn over meetings from pre-construction to construction and produce turnover packages that include schedules, contracts, job cost, schedule of values, and risk assessments
Effectively communicate pertinent information to the project management team taking over the transition into the construction phase
Takeoff capabilities for foundation/site concrete, masonry, structural steel, rough carpentry, building envelope, interior finishes, and specialties
Review all project documents for completeness and accuracy
Ensure the creation of realistic and detailed scopes and schedules for all design, approval, estimating, and construction activities
Certify that each project has prepared a cost model(s) during the design development milestones/stages and analyze these cost models with estimating and construction resources to verify accuracy
Coordinate and ensure that a preliminary construction schedule has been developed for each estimate at design milestones
Produce progress reports at development milestones; evaluate materials and systems costs; review document progress and coordination, and build and maintain subcontractor and vendor relationships where required
Develop bid scope for trade packages and vet subcontractors to ensure compliance with bid scope
Write and ensure execution of all subcontracts and purchase orders
Confirm that the estimates, including general conditions, reflet the actual schedule, resources, and other requirements of the project
Mentor and develop team members while effectively and collaboratively managing the overall team
Act as the document reviewer and adviser for constructability and value analysis
Engages in business development in pursuing future opportunities
Pre-construction
Responsible for all Preconstruction Deliverables to clients; Program/Conceptual, Schematic Design, Design Development, and Construction Documents
Takes the lead in preparing GMP’s/Brings GMP’s to closure
Estimating
Organizes Quantity Takeoffs for ease of Audit
Using project and online takeoff
Leads major estimating efforts
Drives Deadlines and Achieves Results

Job Requirements and Qualifications:
Minimum of three years commercial construction estimating experience (preferred)
Must have experience with the bidding process – soliciting bids, communicating with the bidders, evaluating subcontractor proposals, using bid tally sheets, etc.
Working knowledge of the CMAR process and different construction methods such as wood, steel, concrete, PEMB, etc.
Aptitude to understand and advise on the constructability of projects
Ability to conduct a conceptual estimate from high-level plans
Identify value engineering ideas and betterments to the project
Capable of negotiating with subcontractors and clients
Capacity to look beyond the information that has been given to ask the right questions and work to provide complete project cost evaluation
Other Requirements:
Must be able to pass a pre-employment drug/alcohol screening and random employee pool drug/alcohol testing
Must have a valid driver’s license
