About Safety and Occupational Health Specialist

  Summary About the Position: This position is located with Headquarters 4th Infantry Division, Tactical Safety, Fort Carson, Colorado. Responsibilities Responsible for planning, developing, implementing, coordinating, evaluating and supervising the Safety Program. Provide interpretations and guidance concerning the application of safety regulations, policies, procedures, and standards. Conducts compliance inspections and surveys of the workplace, ranges, organizations, operations, facilities and equipment to identify systemic safety and health related deficiencies. Assesses the effectiveness of the Safety Program to identify strengths and weaknesses and develops methods and techniques to improve operational and systemic deficiencies. Deploys with and develops Area of Operations safety policies, procedures, and regulations to ensure compliance with host nation/foreign military personnel and civilians when in a deployed status, and to accommodate situations unique to this location. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of experience equivalent to the GS-11 grade level in the Federal Service which includes providing safety advice and guidance pertaining to military operations to determine and minimize associated risks; conducting accident investigations to determine and analyze contributing factors; AND performing inspections of facilities, equipment, and operations to ensure compliance with safety and occupational health regulations and requirements. You will be evaluated on the basis of your level of competency in the following areas: Accident Investigation Administration and Management Public Safety and Security Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) CP 12 Safety Career Field position. You may claim military spouse preference (MSP). If a MSP applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Work involves frequent visits and temporary duty at field sites as well as deployment and participation in military exercises in a variety of environments. This mandates walking, standing, stooping, bending, carrying and similar movements, as well as agility, stamina, and dexterity. During deployment, physical demands may be greatly increased and require extended walking with a rucksack weighing up to 50 lbs. Rations and quarters may be similar to that provided to military personnel.
