The Regional QE Director is responsible for managing and supervising a staff of 8-12 QE professionals in the region (one of four regions). The Office of Quality Enhancement is responsible for conducting the licensure and certification reviews for about 250 providers statewide. The office assesses the quality of the provider in approximately 100 licensure and 55 certification indicators. This assessment is performed on an organizational, location and individual served basis and the product of the review is a provider report which details information on patterns and trends as well as the specific issues identified at each location evaluated. Licensure and certification data is collected and summarized statewide and used to report on several CMS performance measures related to provider quality. In addition, information is presented to Area, Regional, and Central Office Directors on a quarterly basis to facilitate statewide quality improvements. For all new service locations, the OQE ensures that locations are meeting all regulatory requirements and that new services are evaluated within two months of implementation, and then licensed. As appropriate, initial reviews, site feasibilities, pre-placements, and issuance of approvals to occupy are conducted. Other integral functions include the coordination and conduct of various consumer and quality assurance surveys such as Active Treatment Reviews and National Core Indicator (NCI) surveys. Technical assistance and training are offered to providers to improve quality, prepare for an upcoming survey, and/or to meet certain regulatory standards. Duties and Responsibilities(these duties are a general summary and not all inclusive): • Supervises the conduct of all aspects of provider licensure and certification survey process for the region and the development of provider reports through coordination, scheduling, preparation, supervision, and report editing with each team leader and team member. • Ensure timely and accurate communication and standard implementation of QE procedures/directives/mandates (e.g., site feasibilities, approval to occupy, waiver petitions, initial reviews, AT/NCI surveys). • Performs organizational development and systemic review activities, including: Problem identification, assessment, and resolution Standardization and revision of survey processes and interpretations as needed Monitoring and tracking of QE activities to ensure compliance with established system requirements Managing and overseeing system data base to ensure data integrity • Provides supervision and direction to Support Staff in organization of files, system requirements, workflow activities, and communication of information to internal and external parties. • Provide linkages, communication, information sharing, technical assistance, and training to DDS staff and providers to improve quality and/or to meet certain regulatory standards.
