The Office of Community Empowerment and Opportunity (CEO) provides leadership on issues of economic justice by advancing racial equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future and by alleviating the immediate impact of poverty on individuals, families and communities. CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description The Director of Programs reports to the Deputy Executive Director of Program and Policy, and along with other team members, leads the work of advocating at the program, operational, and systems level to implement solutions for mobility out of poverty. This work is carried out through collaboration within the division, across the organization, and through supervision. Specifically, this position supervises manager or senior managers carrying out the work through their teams and serves as the relationship manager for funded partner organizations.
The Director of Programs is responsible for providing direction and strategic leadership for CEO programs and initiatives through funded programs and grantmaking in collaboration with the Economic Mobility Program Director. The Director will implement projects across multiple areas to ensure efficiencies and consistencies across all service partner providers and CEO staff.
Program Leadership: The Director will provide leadership in CEO’s role as backbone department within the Same Day Work & Pay Program and lead the SERVE AmeriCorps VISTA program, the Community Resource Corps program, and the BenePhilly Program, either through direct staff management and program implementation or through managing subcontracting for grant-funded programs.
Collaboration: This position supports workforce development and basic needs collaboration across teams and identifying best practices to apply more broadly across CEO. This position is responsible for ensuring expectations are met in fulfilling the strategic mission of CEO and are aligned with local, state, and federal funding compliance.
Grant-Funded Program Delivery: This position provides leadership in managing CEO’s strategic spending of CSBG and other funds toward programs which can impact poverty and mobility, and works closely with other teams to ensure grant requirements are met and data evaluation processes are completed.
In addition to the specific responsibilities above, responsibilities can include providing strategic direction for funds through new program design and implementation, partner contracting, and evaluation and data analysis of all funded programs; Collaborating with Contracts and Data unit to monitor and comply with all grant requirements; Collaborating with Director of Research and Evaluation to build outcome measures into all program initiatives; Collaborating with Director of Community Resources to ensure AmeriCorps program delivery is met through community engagement processes; Interacting with CEO executive leadership, directors, managers, and subcontractor staff on behalf of the Advocacy unit; and within the Advocacy unit, creating throughlines between programs, policy, research, and advocacy to advance CEO’s anti-poverty, economic mobility work.

Program Management
Provide strategic direction and leadership to advance and expand program strategies to ensure successful program systems, operations, and outcomes.Grow the strategic approach and collaborative capacity to support successful implementation of programs and develop other initiatives that seek to advance individual and community-level connection to resources.Establish a Collective Impact or Community of Practice approach among CEO BenePhilly Centers, Same Day Work and Pay Partners, and other grant-funded partners.Develop programming informed by those with lived experiences, while being responsive to the needs and expectations of the community to best serve targeted population(s).In collaboration with the Director of Economic Mobility, establish a clearly defined continuum of Basic Need services and career pathways, while identifying social and support services/resources for Philadelphians served by CEO and its community partners.Coordinate with existing programs already serving targeted population(s).In collaboration with the Director of Economic Mobility and the Community Engagement team, develop, community outreach, and workforce development strategies that can be adopted by existing and new CEO partners.Establish a standard set of defined metrics of success that can be evaluated and integrated within the larger financial, engagement, and wellbeing outcome metrics.Collaborate and coordinate with the public benefit system and partners serving vulnerable individuals to support operational structures that effectively serve vulnerable individuals.Acknowledge success of program partners and promote opportunities for growth.Exhibit leadership and guidance to supervised staff that is reflective of extending opportunities for professional growth, including staff in related functions inclusive of recruitment and selection, performance coaching and evaluation, training, staff development, motivation, communication and building a shared vision.Manage program contracts, develop budgets, including allocating resources appropriately towards program goals through purchase orders and professional contracts as needed.Responsible for funder requested/ mandated reporting including all progress and final reportsRecruit and manage staff, interns, and VISTAs as necessary.Perform other duties as assigned in accordance with the position. In collaboration with the Communications and Policy teams, advance Benefit Services, Basic Needs, workforce development, and community engagement resources on a local, state and national level.Identify best practices from other regions that could be tailored to Philadelphia; serve as example/resource to other cities on CEO practicesLead Benefit Access and Basic Need economic justice policy initiatives stemming from policy agenda in coordination with CEO Policy staff and HHS. Through Communications Manager, manage media to support awareness raising and advocacy around Benefit Access, Basic Needs, and community resource issues and program success.Assist in the development of public awareness and advertising campaigns relative to Benefit Access, Basic Needs, and community resource strategic initiatives.Assist in maintenance of website and social media tools in presenting information on Benefit Access, Basic Needs, VISTA recruitment, and community resource programming/initiatives.Manage and support special events. Create government, nonprofit, and corporate partnerships to expand and foster new programming opportunities.Work with Communications and Policy staff to provide Benefit Access, Basic Needs, and community representation at roundtables, conferences, and summits. Data & Evaluation
Advance CEO’s racial equity goals by considering bias, racial disparities, and disproportionate impact in all research and evaluation activities relative to CEO’s programs.Pursue key research and evaluation opportunities connected to programs.Assist in supporting the publishing of white papers, reports, and evaluation findings and other creative reporting vehicles on programs and initiatives.Lead the Data Manger in managing data collection and analysis on programs led.Other duties as assigned. Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
