We expect to fill five vacancies at this time; additional positions may be filled from this announcement if they become available. Responsibilities These positions serve as a Realty Specialist for the Color Country, Canyon Country, Green River, West Desert or Paria River Districts. Processes applications for land use authorizations, gathers and presents data to the lands program. Prepares documents such as rights-of-way grants, Recreation and Public Purposes actions, land acquisition and disposal, and land use permits, including stipulations and maps. Prepares environmental documents on all types and complexities of realty casework. Conducts on-site compliance inspections for all types of realty actions and activities to ensure compliance with terms and conditions. Coordinates assigned realty actions with other agencies and governments, as necessary. Calculates and determines realty and lands cost recovery, rental, monitoring fees, and bonds. Utilizes the Bureau’s automated land and records system and other applications to document a variety of routine and non-controversial lands and realty cases. Collects, enters, manipulates, updates, and maintains data according to bureau and program standards. Prepares responses to routine and non-controversial inquiries concerning use, occupancy, disposal, and other actions on public land. Prepares reports and assessments in regards to cadastral survey, hazardous materials, appraisals, grant authorizations, and decision letters. Leads the Realty Program in all interactions with the public regarding realty matters on public land including inquiries regarding laws, regulations, and agency policies. To qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-05 level equivalent in difficulty and complexity to perform the duties of a Realty Specialist. Qualifying specialized experience includes: making recommendations on a variety of lands and realty actions such as rights-of-ways, land acquisition and disposal, permits, leases, or trespass; reviewing applications and proposals for accuracy and compliance; responding to inquiries regarding realty laws, regulations and policies; conducting field examinations and on-site compliance; and gathering information and data to assist in the preparation of planning documents, amendments, and maintenance. OR Superior Academic Achievement: (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Realty Specialist. Qualifying specialized experience includes: researching and analyzing public lands realty case work (such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.); interpreting legal land descriptions and ownership status from various map and records sources; utilizing a variety of computer and software applications to prepare reports and maintain data; communicating technical and non-technical information to a diverse audience; and calculating realty and lands cost recovery, rental and monitoring fees, and bonds. OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree or LL.B. or J.D. in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
