This position is based in Ewing. Real Estate Appraiser 2 is assigned a 40 - hour workweek. Current starting salary is between $75,386 and $86,006, based on experience. As a NJ State Department,NJDOT offers a comprehensive benefit package including Health Care (medical, prescription drug, dental andvision care), Pension, Deferred Compensation, 13 paid holidays, and Benefit Leave (12 vacation days, 15 sickdays and 3 administrative days). Standard workweek is Monday through Friday.UNIT DESCRIPTIONThe Division of Right of Way& Access Management is responsible for conducting negotiations with propertyowners, agents for owners and owner's counsel for necessary property rights and makes personal service of legaldocuments. The unit performs work involved in conducting negotiations, relocation, property management andproject programming in accordance with administrative regulations and the laws governing Eminent Domain andrelocation associated with the purchase and disposition of real property.POSITION DESCRIPTIONA Real Estate Appraiser 2 prepares real estate related reports, appraisals, and appraisal reviews. The Appraiser 2provides relevant background data such as sales research for administrative determinations of value, and projectestimates and identifies potential severance damages and mitigations as part of project planning. The appraisalassignments and appraisal reviews are conducted in accordance with FHWA regulations and USPAP requirements.Also, this position consults with property owners to obtain data regarding the physical details of the property, verifiessales data, conducts onsite inspections, research current market value, interprets survey plans, engineering plansand legal documents. This position participates in pre - transmittal activities such as cost estimates, relocation estimates, plan review, scoping and public meetings.The Department of Transportation (DOT) currently offers a telework pilot program, and this position may qualifyfor up to 2 days of remote work at your primary residence outside of your assigned DOT work location. This programdoes not supersede the "New Jersey First Act", which requires newly hired NJDOT employees to establish, and thenmaintain, principal residence in the State of New Jersey.APPOINTEES TO THIS POSITION WILL BE SUBJECT TO CIVIL SERVICE COMMISSION TESTING AND MUSTPLACE HIGH ENOUGH FOR PERMANENT APPOINTMENT ON THE SUBSEQUENT EMPLOYMENT LIST.REQUIREMENTSEducation:Graduation from an accredited college or university with a bachelor's degree supplemented by satisfactorycompletion of at least 128 classroom hours of formal recognized courses in appraising such as the AmericanInstitute of Real Estate Appraisers 1A and 1B series (former Institute Courses I and II) or those of other recognizedAppraisal Societies such as the Society of Real Estate Appraisers Course 101 and 201 or any combination of formalrecognized professional Appraisal Society courses which total (without course or curriculum duplication) at least 128classroom hours.Note: Applicants who do not possess the bachelor's degree but who meet the indicated RealEstate course requirements may substitute additional experience for the bachelor's degree on a year - for - year basis,with thirty (30) semesters hour credits being equal to one (1) year of experience.Experience:Four (4) years of experience in appraising real property including eminent domain experience involvingseverance damages to both residential and income - type properties.Note: One (1) year of experience in the sale or negotiation of real estate may be substituted forone (1) year of the appraisal experience.License: Applicants are required to possess a valid State Certified General Real Estate Appraisers (SCGREA) certificate issued by the New Jersey Real Estate Appraiser Board.Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle,rather than employee mobility, is necessary to perform the essential functions of the position.For more information regarding this position, please refer to:http://info.csc.state.nj.us/jobspec/57088.htmWork Authorization: Applicants must be authorized to work in the United States according to the Department ofHomeland Security, United States Citizenship and Immigration Services regulations.
