　　JOB DESCRIPTION AND POSITION REQUIREMENTS:

　　The Pennsylvania State University's Institute for the Study of Adult Literacy, within the College of Education is seeking a candidate for Grants, Budgets, and Operations Coordinator. This position works closely with the Institutes’ co-directors to manage budget development and submission of proposals for external funding, coordinate and manage internal and external budgets, and act as a liaison between Institute personnel and the College’s human resources and financial office staff.

　　This position is also responsible for managing day-to-day and long-term ISAL/Goodling operations including tracking and forecasting expenses/revenues, working with the PI’s and project staff to ensure compliance with grant and funder regulations, and closeout of existing grants.

　　The successful candidate will be responsible for the following:

　　Review, prepare and process proposals cooperatively with principal investigators and institute directors, manage grants and contracts budgets; assist in preparing budget proposals to governmental agencies and other funding sources; according to compliance requirements for awards received

　　Monitor budgetary matters; ensure fiscal deadlines are met; assist in coordinating budget preparation, report preparation, records control and related grant projects; review and approve financial transactions

　　Anticipate expenditures; determine when sponsors require notification of budget revisions, recommend and submit revisions for approval; and ensure compliance with University and governmental policies, rules, regulations, and practices; designate and assign funds for institute events, travel, and other project activities; manage expenditures and reimbursements, process invoices and monitor payments.

　　Help arrange meetings and coordinate travel arrangements.

　　Communicate with internal and external customers and management to exchange information, resolve issues or concerns, and coordinate activities.

　　Participate in and make recommendations during development of work unit’s strategic plan.

　　Represent the work unit in various meetings and/or committees involving other administrative and academic units

　　Implement changes in policy and procedures

　　Review and check documents for completeness, accuracy, and conformance with applicable guidelines/regulations and procedural requirements

　　Manage the operational activities of the office, ensure deadlines are met; develop processes and procedures for department.

　　Oversee departmental hiring and on boarding

　　Monitor human resources administrative matters; ensure deadlines are met.

　　Help with the recruitment process for faculty and staff as needed and ensure compliance with Affirmative Action policies and procedures

　　May be responsible for multiple locations and serve as personnel coordinator for work unit

　　This position typically requires an Associate’s degree or higher plus 2 years of related experience or an equivalent combination of education and experience.

　　This is a limited-term position funded for one year, with possibility for renewal.
