DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Project Manager will be a team member of the Water & Wastewater Infrastructure Group within the Office of the City Engineer. Key responsibilities include, but not limited to, the following:
Coordinate and manage the analysis of wastewater and water system capacity.
Review Wastewater/Water/Facilities public plans (Projects within right-of-way and easements) for compliance with the City Infrastructure Design Manual, TCEQ Rules and Regulations and/or International Building Codes.
Communicate with developers, their consulting engineers, and other representatives.
Investigate or respond to inquiries from technical personnel and the public on design criteria and project specifications.
Lead the reviews on Capital Improvement projects submitted to Office of the City Engineer.
Reviews variance requests submitted to Office of the City Engineer regarding Infrastructure Design Manual design criteria and specifications.
Provide technical guidance and training to staff and direct reports as needed.
Requires ability to communicate effectively, both orally and in writing and provide excellent customer relations.
Communicate and coordinate with other members within the group, personnel in other Houston Public Works service lines/branches, and other departments, engineering consultants, technical professionals, and the public to address inquiries and prepare responses related to areas of review.
Tasked with managing various portions of the Wastewater/Water/Facilities group workload.
May be called on to resolve construction related problems between plan review and field inspection staff.
Supervise and leads graduate engineers when assigned; provides guidance to graduate engineers to conduct their assigned tasks.
Performs other duties as assigned.
This position is physically comfortable; the individual has discretion about walking and standing. May require walking on rough surfaces during inspections and investigations.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

Preference may be given to applicants who have/demonstrate the following:
Wastewater/water design and/or review experience.
Strong communication and customer service skills.
*Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. *
