About Project Manager, Performance Measurement & Reporting

New York is leading the nation in the fight on global climate change and the transition to a clean energy-powered economy. The Climate Leadership and Community Protection Act (Climate Act) has created the most aggressive climate change goals in the nation and requires an ambitious agenda that blends proven catalysts with innovative approaches while operating across a broader energy arena that is rapidly evolving. New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

Attract the private sector capital investment needed to expand New York’s clean energy economy.

Overcome barriers to using clean energy at a large-scale in New York.

Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy.

  Job Overview

The Performance Measurement & Reporting Project Manager plays a critical role in performance measurement, analysis, and corporate reporting. Corporate reporting of NYSERDA’s program costs, benefits, and related market data is essential to enabling managerial decision-making, informing resource allocation, and driving improvements throughout NYSERDA. Corporate reporting is also critical to keeping oversight bodies and the public apprised of NYSERDA’s progress, building trust and transparency into our work. NYSERDA’s internal performance measurement approach focuses on meaningful and measurable key performance indicators of progress and outcomes to assess the status of initiatives toward meeting their ultimate goals, and to identify where adjustments may be needed. The Project Manager's work facilitates this analysis.

  Primary Responsibilities

Manage and produce corporate reports for internal and external audiences on budgets, benefits, progress, and performance (e.g., energy savings, clean energy generated, private investment, emission reductions, etc.) associated with NYSERDA programs and portfolios; set production schedule, manage inputs with program staff, conduct analysis, incorporate quality checks and reviews, conduct technical editing, and produce high-quality, on-time final products

Develop and implement approaches for periodic performance management reviews, providing data analytics and visualizations of progress that drives discussion of variances and the need for corrective action where appropriate; develop the needed tools and protocols to improve these reporting and performance management processes.

Facilitate and collaborate with data owners and data stewards throughout the organization toward effective review of corporate report and performance measurement data inputs and the resultant work product

Provide ideas and input on ways to transform frequency, content, and medium of reports to be more fit to purpose, to lower preparation costs and, where possible, meet needs via public or selective data provision (e.g., Open NY) or other modern equivalents like dashboards

Interface with information technology/data warehouse, data governance and data quality roles within the Authority to articulate data requirements and ensure readily available, quality data for use in reporting and performance measurement

Effectively communicate status of work activity, collaborate and problem solve with management and other relevant stakeholders

Participate in inter-departmental meetings to offer analytic solutions as necessary

Foster and contribute to a culture of excellence grounded in people development, learning, problem solving and teamwork

  Minimum Qualifications

A Bachelor's degree from a wide variety of disciplines will be considered for this role including areas of study such as engineering, business administration, accounting, etc.

4+ years’ experience in areas of project management, data gathering, data management & analysis, and reporting/presentation of data including the following types of relevant work:

Experience with project management methods, processes, standards, and tools required

Oversight (execution) of complex projects demonstrating success in managing a multitude of stakeholder interests and delivering results on time

Experience gathering customer and/or functional requirements and facilitating the development of new dashboards, reports or other tools/systems that add value

Familiarity with data analytics & visualization tools including software and languages such as SAS, Tableau, ArcGIS, Power BI, SQL, R, Python, etc.

Master’s degree programs will be considered in the assessment of relevant experience

Excellent analytical and data visualization skills with a high attention to detail for data quality and accuracy

High proficiency in Microsoft Excel and Word; familiarity with Tableau or other data analytics & dashboarding software required; must demonstrate ability to engage & learn new software and methods of developing data solutions

Excellent problem solving skills; ability to anticipate obstacles and develop plans to resolve them

Skill in managing multiple diverse activities simultaneously, delivering on commitments and operating with speed, accuracy and strong judgment

High level of energy and enthusiasm, with the ability to thrive in a dynamic, fast-paced setting and work within tight deadlines to deliver on requirements

Excellent presentation and interpersonal skills that resonate with audiences of different backgrounds; possesses the ability to communicate persuasively, concisely and unambiguously in speech and in writing
