Actalent is currently seeking a qualified Project Manager for a consultant position with Bonneville Power in Vancouver, WA.
This Project Manager (PM) / Change Management (CM) position will provide high-level project and change management support and assistance to the Transmission Asset Management Business, Delivery & Performance (TPW) organization at Bonneville Power Administration (BPA). This position will assist BPA Transmission management with executing, improving, and managing change throughout Transmission for adoption of the Institute of Asset Management (IAM) Framework and standardization; the Capital Investment Acquisition (CIA) program for Transmission-related programs/projects; and project portfolio management processes and supporting tools. This project / change manager will facilitate the development and operation of the cross-Transmission implementation, continuous process improvements, and full adoption.
Responsibilities Include:
Facilitate the development and operations of continuous improvements to Transmission’s Capital Investment Acquisition (CIA) process, working through the Plan-Do-Study-Act (PDSA), requirements gathering process.
Recommend, organize, and facilitate Kaizen/Lean events to improve the Transmission capital investment acquisition process.
Serve as the Transmission point of contact for CIA enhancements and work with the Asset Management Governance Team (AMGT) and Portfolio Management Team (PfMT) to coordinate timing for improvements and setting release schedules for CIA process improvements.
Facilitate and coordinate the completion of training and change management efforts supporting the process changes, implementation, and full adoption.
Provide project management expertise and support Transmission’s capital investment acquisition process projects, from beginning to end, providing expert guidance on the PMI-based project management methodology and best practices, including:
Develop and improve data analytics for balancing the portfolio for dollars, materials, and labor needs.
Facilitate the creation of a demand planning function to forecast resource requirements and balance business portfolio needs.
Investigate ways to integrate other project constraints into the business portfolio decision making process.
Identify and request necessary subject matter experts needed during the project.
Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to and provided by appropriate BPA Performance Managers.
Collaborate with business units and BPA Performance Managers to resolve resource allocation issues.
Schedule and facilitate project team meetings ranging from recurring working meetings to requirements gathering across org units, to executive sessions.
Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives.
Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables, and goals.
Draft project plans, resource strategies, and funding estimates required to advance each assigned project / defined effort.
Alert BPA manager of and obtain appropriate authorization for any potential changes to project cost, schedule, or performance.
Organize, coordinate, and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, includes recommending project stages and assessing business implications for each stage.
Monitor progress of assigned projects to track timelines, milestones, deadlines, standards, and targets, alerting appropriate BPA manager / personnel of any obstacles or potential delays to project timelines, targets, or success; provide corrective action recommendations.
Coordinate activities for assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalate concerns to appropriate BPA manager / personnel.
Collaborate with BPA manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.
Address and navigate politically sensitive issues and conflicting team priorities in a collaborative and professional manner. Engage with BPA manager for guidance and assistance as needed.
Provide background information, technical input, options, and recommendations for project decisions as requested by BPA manager / personnel.
Issue project status reports on a regular or as requested basis.
Maintain consistent communication with project sponsors, performance managers, and clients on the progress of the project vis-a-vis the work plan.
Collaborate and work with project sponsors and BPA performance managers to remove obstacles impacting timely project completion.
Draft a final project report, including project “lessons-learned”, for BPA management review and acceptance.
Take a proactive stance on project risk management:
Anticipate and identify potential areas of risk and obtain guidance from appropriate BPA manager or Contracting Officer to proceed.
Track, monitor, and facilitate resolution of issues and risks identified within the projects, as well as compliance related dependencies.
Maintain issue, risk, and/or action logs.
Develop, draft, and recommend contingency plans to minimize / eliminate risks on an ongoing basis for review and acceptance by appropriate BPA manager / personnel.
Communicate regularly with executive sponsors, key stakeholders, strategic partners, and BPA managers independently and in team meetings.
Support and facilitate the following functions:
Written and verbal sponsor communication.
Project team communications and coordination.
Inter-project team communications and coordination.
Issues and risk management.
Coordination with BPA resources (e.g. IT, Enterprise Architecture, Security, Facilities, etc.).
Coordination with the program enterprise architect, to include business and data requirements to support business intelligence requirements and common information model needs.
Coordination with BPA’s Business Transformation Office (BTO) to monitor and deliver on agency Key Strategic Initiatives (KSIs).
Team and sponsor meeting management.
Integration of Architecture Design and end user training.
Support and facilitate the following deliverables:
Scope definition and management.
Process and system design requirements.
Communication and project management best practice gap analysis.
Gather business requirements and needs analysis from various stakeholder perspectives.
Facilitate the implementation of organizational design and change management requirements as developed and approved by the BPA manager.
Work with project teams to develop, enhance, and assist with implementing the Asset Management Lifecycle business model.
Identify resistance and performance gaps, and work to develop and assist BPA management with implementing corrective actions.
Perform gap analysis from the “as is” to the “to be” state.
Provide support in defining appropriate performance metrics and track progress towards targets.
Facilitate sound change management methodology and serve as a change management resource for leaders, executives, and project managers in helping them fulfill the role of change sponsor.
Provide support to and collaborate with front-line managers and supervisors, providing recommendations as they help their staff adapt to a new or revised business model for asset management processes and concepts.
Provide technical user and data analysis support for all software used by asset management and portfolio management. Emphasis is on collecting, analyzing, and reporting data needed to manage the asset management portfolio.
Perform data analysis, report building, and system configuration changes.
Utilize analytical techniques to decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts.
Participate in the coordination of asset management and portfolio operations, including review, validation, and follow-up of information and capabilities requests, Executive Briefings, and Transmission Asset Management meetings.
Coordinate data gathering requirements, system integration requirements, and planning, tracking, and reporting requirements.
When necessary, manage the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.
Coordinate and assist BPA management with transitions of identified project resources as needed. This may include gathering information from departing/transitioning resources to identify subject matter expertise, documenting workloads, and identifying training requirements to facilitate smooth transitions.
Qualifications:
A degree in business administration or management, organizational development, computer science, or Engineering is preferred:
10 years of experience is required with bachelor’s degree in applicable fields.
12 years of experience is required with an associate degree in applicable fields.
14 years of experience is required without a degree or applicable degree.
Previous portfolio management experience, preferably with large capital construction projects in an asset intensive industry.
Expert level skill with MS Project including portfolio management capabilities as well as project management features like experience with the fundamental operation, function, and workflow of Microsoft Project regarding timelines, dependencies, project expectations, milestones, and resources.
Previous portfolio management experience, preferably with large capital construction projects in an asset intensive industry.
Intermediate level proficiency with Visio, Access, and SharePoint.
Expert level skill with MS Project including portfolio management capabilities as well as project management features like experience with the fundamental operation, function, and workflow of Microsoft Project regarding timelines, dependencies, project expectations, milestones, and resources.
Proficiency with Microsoft Office Suite Software, Word, PowerPoint, Excel, and Outlook.
Preferred
PMI or PMP certification.
Change Management certification.
Energy and/or utility industry experience.
Capital construction project portfolio management experience.
Experience with ISO 55000x.
