  Overview

  The Physical and Computational Sciences Directorate (PCSD) researchers lead major R&D efforts in experimental and theoretical interfacial chemistry, chemical analysis, high energy physics, interfacial catalysis, multifunctional materials, and integrated high-performance and data-intensive computing.

  PCSD is PNNL’s primary steward for research supported by the Department of Energy’s Offices of Basic Energy Sciences, Advanced Scientific Computing Research, and Nuclear Physics, all within the Department of Energy's Office of Science.

  Additionally, Directorate staff perform research and development for private industry and other government agencies, such as the Department of Defense and NASA. The Directorate's researchers are members of interdisciplinary teams tackling challenges of national importance that cut across all missions of the Department of Energy.

  Responsibilities

  The Physical Sciences Division (PSD) within the Pacific Northwest National Laboratory is currently seeking a Project Coordinator. The primary responsibilities are to provide business development and support project management for colleagues in the Materials Sciences group. This position serves as the key resource to the group manager and technical staff to ensure objectives are achieved and carried out consistently in the following areas: business and program management, contracts, finance, quality assurance, acquisitions, and sales. Routine external contacts include staff at DOE Headquarters and other clients, as well as vendors and collaborators at universities.

  Support projects and LDRD funding throughout their life cycle from the proposal stage to the performance of the work and delivery of the product to close out. These are primarily PI led projects falling within the Office of Science, Basic Energy Sciences portfolio. Many of the projects involve subcontracting with university collaborators and large procurements, requiring that the candidate be a TOR Level 1. The successful candidate will see opportunities and risks associated with projects; identify and implement process improvements and provide alternative solutions to complex problems.

  Coordinate the proposal process including; finalizing statements of work, preparing cost proposals and budget justifications, drafting prep and risk documents, preparing current and pending support documents, creating biosketch files for key staff, coordinating the completed proposal package with the Project Manager and the Contracts Specialist, obtaining necessary approvals, and coordinating and participating in proposal management meetings. The submittals will primarily be entered into the Portfolio Analysis and Management System (PAMs) and Grants.gov.

  In support of the technical teams within the Materials group, generates baseline FTE and budget requests for the annual business planning process, and analyzes group overhead expenditures and impacts of budget changes.

  This position will also have delegated business approvals from the group managers and team leads, including time billing forms, requisitions, P-cards, and travel expense reports.

  Other responsibilities include:

  Assists in daily coordination of project(s) including preparing and maintaining project plans, budgets, and staffing requirements. Tracks progress and identifies/resolves obstacles. Communicates to internal and external clients. Prepares purchase requisitions (PRs) and tracks procurements and service contracts throughout lifecycle. Supports business office in setting up financial structures, work breakdown structures, and maintains financial integrity. Has knowledge of a wide-range of PNNL business systems. May perform some administrative tasks such and arranging meetings, developing agendas and preparing progress reports.

  Qualifications

  Minimum Qualifications:

  BS/BA and 2 years of relevant experience -OR-

  MS/MA or higher -OR-

  AA and 12 years of relevant experience -OR-

  HS/GED and 14 years of relevant experience

  Preferred Qualifications:

  Take initiative and apply a proactive approach to tracking operational, contractual, financial and business management requirements and financial status for all assigned projects.

  Proficient in Microsoft Excel, Access, Word, Outlook, and PowerPoint, and possess the experience and ability to learn a wide variety of PNNL support systems (i.e., Proposal Pricing System, Electronic Prep and Risk System, Oracle Purchasing and Expense System, Project Portfolio Management and Business Intelligence).

  Possess outstanding organizational skills, the ability to prioritize and take ownership for commitments and action items while working independently.

  Ability to work in a fast-paced environment with multiple interruptions while maintaining an approachable stance.

  Build and maintain understanding of the constantly evolving needs and sensitivities of colleagues.

  Possess a proven understanding of government contracting principles as well as finance and accounting principles.

  Use discretion and good judgment to resolve issues and positively interact with a wide variety of PNNL staff and clients of all levels.

  Ability to learn, understand and communicate to others the PNNL and Battelle policies, procedures, organizational structure, and financial, contractual and management systems; DOE organizational structure; institutional relationships; and funding procedures.

  Provide support for overall business management for the Materials Sciences group and projects.

  Proactively participate in a high level of teamwork across a diverse set of staff and activities.Become an integrated part of the project coordinator team and provide backup to the others as needed.

  Develop, maintain, analyze and provide monthly budget reports to project managers, staff, and external clients.

  Identify potential areas of concern associated with group activities and projects, determine possible solutions and work with appropriate management to resolve.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
