About the Role:
As a temporary EHP Programmatic Reviewer supporting our Federal government client, you will be trusted to provide the programmatic review of applications submitted for a grant program focused on the deployment and adoption of broadband service on Tribal Land and for programs that promote the use of broadband to access remote learning, telework, or telehealth resources. Expected deliverables include data entry, summaries of reviews, completed checklists, and draft communications. This is a full-time temporary role 5/20/2024 through 10/11/2024. Extended availability in the case of potential follow-on work is ideal.
Key Responsibilities include (but are not limited to):
Review submitted applications and assist with making preliminary recommendations on the level of NEPA analysis that will likely be required
Provide an initial assessment on whether applications and awards will: likely qualify for a categorical exclusion, require more documentation before a categorical exclusion could be applied, or likely require the preparation of a NEPA environmental assessment
Provide an initial recommendation on which federal agency pre-defined categorical exclusions may be appropriate
Provide an initial recommendation on whether Section 106 consultation may be required
Help identify gaps in procedures and processes for environmental and historic preservation (EHP) compliance and recommend improvements or changes where feasible
Support Program Team and FPOs to develop rough order of magnitude (ROM) estimates for expected timeline and costs to perform additional reviews
Coordinate with programmatic review team and EHP team leads to support data gathering for projects which may require additional environmental documentation

Required Experience/Skills:
NEPA – Environmental Assessment skills
Bachelor’s degree in a related field or has equivalent work experience
Minimum 7 years of consulting and/or directly relevant industry experience
Experience with environmental regulatory compliance implementation, particularly pertaining to construction and infrastructure projects
Demonstrated knowledge of the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA)
Working knowledge of NEPA environmental assessments, federal agency NEPA categorical exclusions, state historic preservation office (SHPO) Section 106 consultations, and tribal consultations
Familiarity with standards of climate resiliency
Experience conducting grants application reviews and/or providing post-award grants management support
Ability to work independently and to think through a task by taking it from concept to delivery
Excellent communication skills, both written and verbal, with attention to detail
Proficient with MS Office suite products
Functional experience using tools and systems to manage grants data and documentation
US citizenship and the ability to pass public trust clearance or suitability
