Program Specialist III - DOE (Position #48003097)

Salary Range: $44,060.11 - $46,263.11

“The Office of Grants Management oversees all aspects of grants management, grant training and grant development, including both state and federal grants and subgrants. Functions include tracking funding to be awarded as grants, managing competitions for grant programs as needed, selection of recipients and managing the application, award and amendment processes.”

Serving approximately 3 million students, 4,400 public schools, 28 colleges, 200,000 instructional staff, 46,000 college professors and administrators, and 340,000 full-time staff throughout the state, FDOE enhances programs and services for Florida’s students from early learning through college and career development. In addition, FDOE manages programs that assist individuals who are blind, visually impaired, or disabled succeed either in school settings or careers - encouraging independence and self-sufficiency.

Who We’re Looking For

Employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-oriented behavior and performance expectations sometimes under stressful conditions.

Attendance is an essential function of this position.

RESPONSIBILITIES AND DUTIES

Maintains a working knowledge of all state and federal laws and rules for the education of students with disabilities with emphasis on those relating to the use of federal funds, and provides information to district and agency staff verbally and in written form.

Provides technical assistance to school districts and other fiscal agents on the appropriate implementation and management of assigned grants.

Participates as assigned in project review activities.

Coordinates with appropriate program personnel in the development and implementation appropriate procedures for calls for applications.

Development and dissemination of forms and procedures for calls for applications.

Provision of technical assistance to applicants in the development of applications and amendments.

Coordination of the technical and fiscal review of applications and amendments submitted for funding/approval.

Preparation of documents necessary for approval of applications and amendments and issuance of grant award and amendment approval letters.

Maintenance of records on all grant programs and individual approved projects.

Maintenance of summaries and analyses of funding allocations.

Maintenance of current status information on assigned grants and grant programs and development of reports upon request.

Assists in the research, review, analysis and/or preparation of federal and state fiscal and program reports/documents in accordance with the applicable requirements or as assigned.

Collaborates with other staff through work groups and special assignments to meet school district and agency needs for information, assistance, support, and training with regard to the management of grants and programs for students with disabilities.

Knowledge, skills and abilities, including utilization of equipment required for the position:

Ability to communicate effectively in writing as appropriate for the needs of the audience.

Knowledge of Microsoft Word, Power Point, and Excel.

Ability to understand and apply applicable statutes, standards, rules, regulations, policies and procedures.

Ability to prioritize work load.

LEAVE BENEFIT INFORMATION: (CS)

Annual Leave - All full-time Career Service (CS) employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. CS Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Health Insurance for Individual or Family Coverage - State pays 80% of premium. Life Insurance - State pays premium for $25,000 basic term life insurance for full time employee.

Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month.

BACKGROUND SCREENING REQUIREMENT

It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
