JOB REQUIREMENTS: The purpose of the Program Specialist Child SupportIntake is to establish paternity and child support orders, initiate newactions, and assist the Child Support Paraprofessional in enforcingexisting orders. Essential Duties Receive phone calls from participantsand explain State policy and/or law as it pertains to establishment andenforcement of child support cases, as well as ongoing enforcement ofcases. Process mail and faxes that come into the Agency daily, includingrecording all communications received and responses to thatcommunication and update files. Complete initial assessment of casevenue and jurisdiction before determining the appropriate course ofaction for the case. Initiate new establishment cases by creating files,sending and reviewing Applications for IV-D Services, sending financialdisclosure forms, and gathering demographic information on all parties.Perform investigative searches in all State and Federal systems forinformation, utilize and understand policy and law, act on worklistitems under established State and Federal timeframes, and create caserecords and create and delivery notices. Review eWiSACWIS and CWW indetail to determine participant and case eligibility for child supportor when an existing case requires updates. Review participant financialaccounts, calculating payment deficiencies and purge payment amounts.Explain the Child Support Agency\'s responsibility and role of the inestablishing paternity, a legal obligation for support, and enforcementof support orders to participants routinely. Provide ongoing support toparticipants regarding legal options to modifying their court orders orcomplying with their court orders, as well as resources for employment,assistance programs, legal counsel, and other programs. Create newelectronic cases in CCAP for e-filing legal and court related documentsin CCAP for the Court routinely. Determine whether a participant meetsthe noncooperation criteria and initiate the noncooperation process withCWW case workers or Human Services Case workers. This also includesdetermine noncooperation remedies and work with participants to resolvesanctions. Schedule appointments for Paraprofessionals and Administratorfor genetic testing, signing Voluntary Paternity Acknowledgment forms,and establishing child support. Identify and draft the correct legaldocuments needed to establish child support and paternity with the Courttimely and accurately. Send legal documents out for process of serviceand monitor the success of service on the participant. Distribute worksearch forms and monitor seek work orders under cases for compliance.Obtain releases of confidential information from participants andrequest birth expenses from medical providers or from the state Medicaidsystem. Contact employers to verify non-payment issues and healthinsurance availability. Schedule court hearings with the Family CourtCommissioner for paternity actions, establishment of child supportactions, and contempt actions. Access Bureau of Vital Records BirthQuery to comply with DCF 151 \"Father for Every Child\" law Determinewhether a father is listed on the child\'s birth record and proceed withthe appropriate child support action in the established timeline.Complete and review monthly reports to track cases. Contact SocialSecurity Administration for Social Security Numbers. Perform routinetasks in absence of other professional from the office. Assist intraining new Program Assistants with information on navigating KIDS andother State systems, State policy and law. Handle large amounts of cashregularly by taking in payments from payers and purge payments. Performnotary public duties. Participate in office meetings and trainings asscheduled.
