About Program Operations Specialist

  Summary Joining the Secret Service, Office of Investigations, International Programs Division will allow you to assist in maintaining the integrity of the nation's financial infrastructure and payment systems. This Program Operations Specialist position starts at a salary of $139,395.00 (GS-14,step 1), with potential to $181,216.00, (GS-14, step 10). For more information on the Secret Service click here. Responsibilities The selectee will serve as a Program Operations Specialist in the International Program Divisions (IPD). Typical work assignments include: Manage two of IPD(s) largest and most complex programs which consists of International Cooperative Administrative Support Service (ICASS) and the Capital Security Cost Sharing (CSCS) program in compliance with the State Department rules and regulations Manage and monitor budget levels and burn rates to ensure efficient and legal use of funding. Serve as the technical authority on the formulation and execution of program annual budget. Develop instructions, planning factors, cost analyses, and budget policy guidance to advise division leadership and foreign office personnel in planning and estimating funding needs. Conduct complex studies and projects that impact all phases of the budget process. Qualifications You qualify for the GS-14 level (starting salary $139,395.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-13 level performing the following duties: Managing and reviewing operational budgets for a program; Conducting cost data analysis; Evaluating program data to create improvements in operational efficiency; and Advising management on policies and procedures as it relates to program and budgetary requirements; NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
