  Program Description

  Bakhita Gardens, located in the Belltown neighborhood of Seattle, offers 70 units of permanent supportive housing and 20 units of long-term enhanced shelter to women experiencing homelessness. Bakhita Gardens is staffed 24 hours a day, seven days a week. We have one commercial tenant on the ground floor of the building.

  The shelter and housing programs include:

  Noel House Enhanced Shelter: 20 semi-private rooms in a congregate setting. Women are welcome to stay for up to one year while they work with a Housing Case Manager to find suitable permanent, affordable housing. These units are filled through referrals from the Women’s Referral Center and by community partners who outreach women living on the streets.

  Noel House Permanent Housing: 20 semi-private rooms in a congregate setting. Women sign a lease and pay 20% of their income for rent. This housing is designed for women who have been homeless the longest, have difficulty navigating systems, and feel more safe and comfortable living in community. These units are filled through King County’s Coordinated Entry for All (CEA).

  Rose of Lima Permanent Housing: 50 single room occupancy (SRO) units. Women sign a lease and pay 30% of their income for rent. This housing is designed for formerly homeless women who benefit from living in permanent supportive housing. These units are filled through King County’s Coordinated Entry for All (CEA).

  Many of the women served in these programs live with mental health issues and substance use disorders; many have histories of trauma. Each resident has varying levels of insight into their disabilities, and many have symptoms that go untreated. As housing first programs with a harm reduction focus, we welcome all women into our housing continuum.

  The Bakhita Gardens team works from a multi-disciplinary approach in which all staff coordinate services to promote housing stability in an environment that honors and respects the dignity of each resident. We offer compassionate support that emphasizes safety and stability while encouraging sustained growth in independent living skills. We do so in an environment of promise that welcomes diversity and honors each woman's unique experience.

  The Program Manager must be a person who is interested in working in a service-enriched housing environment with the goal of enhanced quality of life for the women we serve.

  Position Description

  This position supports the Program Director in overseeing the daily operations of Bakhita Gardens. In addition to providing administrative support through staffing, scheduling and reporting responsibilities, the Program Manager provides leadership and vision to the Services Team, directly supervising the Women’s Advocate staff and the Resident Services Specialist. We are looking for a person who is committed to the best practices of Housing First and who can balance the services and administrative responsibilities of this position.

  The position requires a strong understanding of Housing First and Harm Reduction. This person must be fully committed to the mission of meeting people where they are at, and must be committed to leading a team faced with the daily challenges that such an atmosphere creates.

  THIS POSITION WORKS ONE WEEKEND DAY. REGULAR SCHEDULE WILL BE SUNDAY – THURSDAY OR TUESDAY THROUGH SATURDAY, WITH FLEXIBLE START/END TIMES FOR DAILY SHIFTS.

  Responsibilities

  Supervision/Leadership

  Provide vision and leadership to the Women’s Advocates and Resident Services Specialist.

  Hire and train staff; conduct regular supervision and annual performance reviews.

  In collaboration with the Program Director, develop and implement program policies and procedures; solicit staff and community members’ participation in setting policy and developing tools for evaluation.

  Promote on-going training and support around best practices in Housing First, Harm Reduction, Grief and Loss, Trauma-Informed Care and other relevant topics.

  Update the employee training manuals, forms and protocols with a focus on best practices.

  Participate in on-site New Employee Orientation as new employees are hired.

  Assure staff awareness and understanding of policies and of proper protocol for shelter management and tenant-landlord law.

  Track staff attendance at required trainings, as mandated by CCS/CHS.

  Be available to staff during shifts and emergencies.

  Set agenda and facilitate regular staff meetings (weekly, monthly, quarterly, and annually) and clinical consultation w/outside professionals.

  Delegate responsibilities as appropriate and encourage staff initiative.

  Administrative Support

  Coordinate monthly schedules for 1stthrough 3rdfloor 24-hour staffing.

  Regularly update schedules in preparation for bi-monthly payroll completion.

  Ensure building coverage is consistent on each floor.

  Review ShiftNote loggings; ensure timely responses to log entries and coach staff on best practices.

  Submit narrative and outcome-based reports to the Program Director for funder review.

  Assist the Program Director with grant writing and other fundraising activities, including annual holiday card sales, as determined by annual budget.

  Other

  Maintain regular, scheduled office hours.

  Respond to after-hours emergencies and share on-call responsibility as needed.

  Represent Catholic Community Services to all funders, city representatives, neighborhood associations and other service providers.

  Represent Bakhita Gardens and CCS in the community around issues and concerns of single women experiencing homelessness.

  Perform other duties as assigned.

  Job Conditions

  This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

  Qualifications

  Minimum Qualifications

  BA degree. (See SQ below.)

  Progressively responsible experience serving homeless populations, particularly women with mental illness and/or substance use disorders.

  Two years of supervisory experience with proven ability to supervise multi-shift program.

  Excellent written and verbal communication skills.

  Demonstrable understanding of and commitment to the principles of Housing First and Harm Reduction.

  Commitment to developing and safekeeping a workplace which values and supports a culturally diverse workplace.

  Ability to work within the mission, goals and service objectives of Catholic Housing Services.

  Subsitute Qualifications

  A combination of education and experience sufficient to perform the requirements of the position may be substituted for the BA degree.
