Summary About the Position: This position is with Headquarters, US Army Corps of Engineers, Directorate of Civil Works. The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location. A recruitment/relocation incentive may be authorized. Responsibilities Establish and assist Communities of Practice and engineering and construction on strategic plans, implementation plans and other communication documents and products. Work with Communities of Practice leads and other engineering and construction leaders to assess training and communications to ensure implementation and success of engineering and construction goals. Facilitate, lead and/or assists with After Action Reviews for engineering and construction including developing, planning and monitoring reviews and coordinating with other stakeholders across USACE. Responsible to incorporate lessons learned across After Action Reviews performed for engineering and construction in communications products that will be shared across engineering and construction. Monitor and tracking of critical programs to include establishment of metrics, program and project management recommendations. Establish schedule, milestones and recommends resource application. Coordinate with USACE emergency management to plan, train and evaluate engineering and construction personnel for disaster response and supporting emergency management in locating technical experts needed to respond to events. Provide recommendations to Branch and Deputy Chief regarding actions to improve technical quality and professional consistency to engage with Community of Practice leads in developing training to support the engineering and construction community. Direct content development of dashboards and other reporting products for more effective tracking and communication of engineering and construction programs such as the Guidance Update Management Program and quality metrics. Assist Community of Practice and Civil Works Branch Chief in development and production of slides, videos, documents and other products to support technical competence of engineering and construction personnel. Support design and construction evaluation program. Prepare and staff documents for review and comment by appropriate USACE personnel, ensuring review comments have been incorporated and overseeing staffing of documents across functional areas as needed. Serve as the Guidance Management Update Program (GUMP) manager, ensuring prioritization, monitoring, metrics and execution goals are met. Establish schedules and milestones for projects to allocate resources and identify appropriate program issues to ensure that all administrative matters are communicated to the organization.
