  Summary

  The objective of this position is to provide Advisory and Assistance Services (A&AS) to United States Space Force (USSF)/Space Operations Center (SpOC) S2, Intelligence Operations, Space Control Operations, and oversight for other customers/mission areas. There is a need for dedicated contractor support to advise and assist in carrying out daily operations and future acquisitions and technical support.

  Cyber, Electronic Warfare and Space (CEWS) is hiring a Program Management Analyst to plan, organize, and coordinate activities of functional specialists including contracting, finance, engineering, manufacturing, program control, test and configuration management, and logistics.

  Additionally, the Program Management Analyst will advise and assist with management functions for example, cost estimating, developing POM strategies, performance schedules, requirements baselines, and make recommendations based on analyses.

  Lastly, the Program Management Analyst will research, evaluate, and provide detailed technical reviews on technologies, data, programs, efforts, and capabilities; providing recommendations, reports, resolutions, advice, and assistance to the government, requirements owners, and stakeholders in order to improve mission effectiveness and future acquisitions efforts.

  Responsibilities

  Advise and assist the government with reviewing, tracking, analyzing, and evaluating contractor issues, successes, deliverables, cost, schedule, and performance data

  Advise the government and provide initiatives for improvements and recommendations on how to reduce cost, schedule and performance risk

  Develop, review, and update charters, MOAs, MOUs, and organizational charts to enable more effective communications for all stakeholders

  Analyze, advise, assist, and provide recommendations for the planning, development, monitoring, and execution of procurement and contractual documentation

  Analyze, advise, assist, and provide recommendations on, and conduct independent cost estimates of contract efforts based on market and historical cost research

  Analyze, advise, assist, provide recommendations, and report on: requirements determinations, programming, site surveys, project management plans, facilities design, and facility construction

  Analyze obligations and expenditures, maintain forecasts, and prepare reports on the status/recommendations and availability of funds

  Advise and assist with POM preparation on current funding, manpower, and projects

  Provide support to weapon systems and intelligence systems acquisition efforts

  Prepare informational briefs, Program Decision Packages (PDP), supportive briefs, and consolidation of inputs from all organizations and elements that garner resources for all programs

  Participate in Technical Exchange Meetings (TEMs) and Program Management Reviews (PMR) as required

  Minimum Qualifications

  6 years relevant experience with Bachelors in related field

  4 years relevant experience with Masters in related field

  High School Diploma or equivalent and 10 years relevant experience.

  Five years of program/project management experience within the last ten years #LI-SG1

  Must possess and maintain:

  Project Management Professional (PMP) certification from the Project Management Institute (PMI)

  May consider candidates who are on a quick path to acquiring their PMP certification

  Must possess an active TS/SCI to be considered AND must comply with SAP requirements

  Preferred Requirements

  Experience in intelligence community desired

  Bachelor’s degree or higher preferred

  Strong oral, written and interpersonal communication skills
