Summary The position is located in the Executive Office for the Bureaus of Near Eastern Affairs and South-Central Asia (NEA/SCA-EX). The Program Coordinator plans activities related to short- and long-term personnel resources management and workforce planning for the NEA and SCA Bureaus’ personnel programs. They will coordinates all temporary duty travel (TDY) assignment activities for Reemployed Annuitants (REAs) and Eligible Family Members (EFMs) for the Bureau’s domestic offices and overseas. Responsibilities Serves as an advisor to all levels of bureau management and overseas posts on a broad range of temporary duty travel (TDY). Provides expert guidance on all aspects of position management, recruitment, assignment, and evaluation to senior managers. Negotiates with management as necessary to gain acceptance and implementation of proposals where additional resources, changes in procedures or goals conflicts exist. Adapts and interprets existing polices and guidelines while performing work and may also refine or develop more precise guidelines or operating procedures. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of staffing programs and operations in meeting established goals and objectives. Maintains continuing liaison with other Department functional and regional bureaus in order to recruit and fill short term staffing demands in assigned regions with candidates capable of accomplishing foreign policy and national security goals. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing plans, goals, and objectives for the long-range implementation and administration of Temporary Duty Travel (TDY) for Reemployed Annuitants (REAs). Experience interpreting existing policies and guidelines to develop more precise guidelines or operating procedures.
