About Program Analyst

Summary This position is located in Immigration Records and Identity Services Directorate, Identity and Information Management Division, Data and Information Governance Branch. As a Program Analyst, you will coordinate, analyze, and evaluate management programs, provide expert advice to managers, and identify best practices to improve program efficiency. Responsibilities The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Serve as a key member of the team to represent objectives; provide context and coordinate with stakeholders to assist with prioritizing requirements to align with USCIS person centric identity management and content management strategic priorities. Facilitate and lead communication efforts across IIMD branches and other USCIS stakeholders to align systems to support new business processes and changes in user requirements or legislation. Work to modernize enterprise systems to become person-centric, integrated, scalable, and streamlined for end-user processes. Analyze and determine solutions, conducting root cause analysis of issues and develop solutions through the creation of best practices to improve data integrity, management and efficiency of delivery. Plan, develop and execute special studies or projects, personally or through the leading of cross functional team members to assess program effectiveness. Analyze and resolve a variety of program issues and inadequacies in business work?ows, data integrity, end-user experience, and timelines to support USCIS core functions. Actively participate in meetings, conferences, and presentations involving systems and programs of signi?cant impact to provide subject matter expertise on business objectives, project status, risks, and mitigation strategies. This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Probationary Period: You may be required to serve a probationary period of 1 year. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/29/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/29/2024. Selective Placement Factor: You must have experience working with programming languages such as SQL, R, Python, SAS, SPSS or Stata to conduct statistical analyses, query or integrate data set. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Leading teams and task force efforts to identify issues and create process improvement plans for a program. Conducting studies of major department-wide information and records management operations. Leading the analysis of agency wide information management initiatives and briefs leadership on recommendations and plans of action. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:: Lead, plan, develop, organize, and oversee projects and consolidate findings into analytical reports. Negotiate effectively with management to accept and implement recommendations. Utilize a wide range of techniques to communicate orally and in writing. Analyze data to draw conclusions and identify cause-and-effect relationships to support leadership decisions, recommend a course of action, or solve organizational issues.
