Summary You will serve as a PROGRAM ANALYST in the SEA 21/PMS451 PROGRAM OFFICE of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will provide program management support to the Principal Assistant Program Manager for an unprecedented major modernization of the Arleigh Burke Class Guided Missile Destroyer (DDG). You will work directly with NAVSEA 02, Naval Supervising Authorities, and the Program Office to develop and manage comprehensive and incentivized contract strategies for the execution of complex modernization availabilities. You will work with waterfront maintenance and modernization teams to ensure planning products are developed in accordance with class standard work templates, Naval Sea Systems Standard Items, and other contract requirements. You will work with waterfront Chief Engineers and Administrative Contracting Officers to drive rapid resolution of requests for contract changes, Conditions Found Reports, and other issues. You will provide recommendations for Program Manager engagement with the Lead Maintenance Activity and Naval Supervising Authorities. You will provide the Program Manager with insight on Lead Maintenance Activity compliance with contractual requirements and input for award fees or use of other contractual management tools to drive desired performance. You will prepare coordinated reports, presentations and briefings in support of program actions. You will lead studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level pay band NH-02 (GS-11 equivalent) in the federal service or equivalent experience in the private or public sector conducting analysis or oversight for acquisition and contracting efforts to include making recommendations for accomplishment of modernization program objectives.
