Summary The Program Analyst will assist the Associate Director for Cultural Resources, Partnerships and Science, in coordinating the development, management, implementation, and monitoring of National Park Services cultural resources stewardship projects across the Service, including ones that are funded by the Inflation Reduction Act appropriation. This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years. Responsibilities The major duties of the Management Assistant include, but are not limited to, the following: Coordinates and develops policies, standards, and guidelines pertaining to the preservation and management of cultural resources within the Service's National Park units. Coordinates and develops policies, standards, and guidelines related to the Services's implementation of the National Historic Preservation Program throughout other federal lands, all fifty states, and communities nationwide. Manages special studies, projects, and other assignments for the Cultural Resources, Partnerships, and Science Directorate. Coordinates project management activities with other Directorate officials, and with parks, regions, and partner organizations to ensure complete, high quality, and timely communication and project completion. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Qualifications All qualifications must be met by the closing date of this announcement -02/06/2024 -unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include all of the following: extensive experience with National Historic Preservation laws, their implementing regulations, Executive Orders, and Department of Interior and National Park Service policies, guidelines and/or procedures which are pertinent to the management and administration of Cultural Resource stewardship programs; successfully managed a project through completion related to the identification, evaluation, and/or treatment of cultural resources; researched, developed, and/or presented responses to issues with significant policy implications, political sensitivity, and technical complexity to senior leadership or management. You must include your resume with hours worked per week annotated. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. Physical Demands: The work is primarily sedentary and performed indoors in an office setting. Normally the employee may sit comfortably to do the work. Some walking or standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences; periodic travel is required. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. Mental stressful and taxing situations are frequently present. Working Conditions: Work is performed in an adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in office and conference rooms. The incumbent observes normal safety precautions when working in and traveling away from the work site.
