About PROGRAM ANALYST

  Summary You will serve as a Program Analyst in the Production Resources Department of PSNS and IMF. This announcement is for an Upward Mobility Program position. Salary Range: GS-07: $54,896- $71,366 GS-09: $67,147 - $87,291 Responsibilities You will conduct studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. You will enter data into an organized record keeping database system. You will make recommendations on appropriate actions to resolve instances of program non-compliance. You will prepare and issue weekly, quarterly, and yearly assessment reports for all established programs. You will gather process performance data needed to evaluate various departmental programs. You will conduct surveillance, gather data, conduct analytical studies, and provide consultation to managers and supervisors. Requirements Conditions of Employment Qualifications The Upward Mobility Program is a unique job opportunity. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-07 with a full performance level of GS-11. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions. GS-07:This recruitment is open to current UIC 4523A employees with experience as a GS-07 or WG-06 (or higher) equivalent experience demonstrating the ability to gather and record data for use in management programs. Employee Participation Requirements Must be a current permanent employee serving under a competitive appointment, or on a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., VRA, Schedule A Individuals with Disabilities). PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Pay Retention will be extended to eligible Federal Government employees selected for this formal employee development program. Vacancies filled from this announcement may be filled at any grade level listed. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.
