Objectives of the position:
To ensure reliable supply of assigned materials or services at competitive terms and the required level of quality based on sound procurement strategy for responsible production sites in Country and in close alignment with the needs of internal Business Partners in accordance with internal and external regulations.
To represent Procurement at site for all matters related to procurement.
To provide governance to employees at responsible site in the country and enforce compliance withinternal and external guidelines and regulations.
Main Areas of Responsibilities:
Category Management, Indirect Procurement. Ensure that sound procurement and supply strategies are in place for all managed purchases and that tenders and negotiations are conducted in a professional way to achieve optimal terms and to meet the needs of the internal Business Partners in country:
Work closely with site(s), interface to requisitioners for smooth Purchase-to-Pay process, timely delivery with the right quality & quantity.
Review, develop and implement procurement strategies for country to ensure alignment with global and regional strategies and consideration of specific needs of the internal Business Partners as well as mitigation of relevant risks.
Manage the preparation and execution of major tenders and negotiations for key materials and
services and ensure alignment with internal Business Partners, relevant departments like Supply Chain Management, Environment Health and Safety, Transport and Distribution Safety, Legal, etc.
Ensure smooth collaboration between Regional Category Buyers and, if applicable, Global Category Buyers.
Supplier Relationship Management. Actively manage the portfolio of suppliers, strengthen partnership with key suppliers and continuously manage supplier performance. Activities included but not limited to:
Establish contacts with the management of key suppliers to acquire information on service offerings and market trends and to enable timely settlement of issues.
Actively monitor the supplier landscape in country and build up new suppliers to enable them to meet BASF’s standards and requirements in future, to ensure reliable supply at competitive prices and to manage supplier and price risks.
Ensure that suppliers meet the general and country-specific requirements and standards by aligning with internal Business Partners, EHS, Regional Procurement and other relevant internal and external parties.
Address sustainability topics to protect BASF’s reputation and reduce business risks from noncompliance with environmental, social or governance (ESG) standards.
Ensure that the performance of suppliers is regularly evaluated based on suitable KPIs for commercial terms, delivery, quality, and compliance to internal and external regulations, sufficiently documented and that appropriate countermeasures are implemented if necessary.
Manage critical issues and claims with suppliers and affected internal Business Partners, escalate issues further if required and ensure that effective measures are implemented timely to solve root causes and improve customer satisfaction.
Manage the process to delist suppliers if the performance is unsatisfactory and an improvement is unlikely after alignment with Regional Category Buyers, SRM Supplier Managers, internal Business Partners and other relevant internal or external parties.
Internal Business Partner Relationship Management. Establish a close relationship with internal Business Partners at site to ensure smooth communication and identify issues at an early stage. Included activities:
Establish regular communication with internal Business Partners and discuss procurement activities, current requirements and future regarding materials and services to identify opportunities, address issues and create competitive advantage for BASF.Align annual target agreements between Procurement and internal Business Partners and ensure completion of all resulting action items.Compliance and Processes. Ensure that all procurement activities are following relevant policies and procedures and documented properly to achieve excellent and consistent quality of work results, avoid compliance issues, and allow for traceability of actions. Included activities:
Exert functional leadership and governance for all activities related to the procurement of raw materials in the hub including Delegated Procurement.
Execute procurement activities in line with policies and procedures (e.g., Procurement Guideline BASF Group, company procedures, BASF Code of Conduct, Trade Controls, etc.).
Document relevant steps in accordance with applicable guidelines.
Actively seek opportunities for continuous improvement to increase operational excellence and improve documentation of processes.
Support the optimum use of procurement tools and systems.
Minimum Education and Qualifications Required:
Bachelor’s degree in Business Administration, Supply Chain Management, Chemistry, Engineering, or related courses.
With at least 5 years work experience in procurement of Direct or Indirect or similar areas; experience in a multinational environment an advantage.
With expertise in procurement methodologies and processes.
Knowledgeable of suppliers, market environment, products, and technologies in relevant areas applicable to a chemical company.
Possess excellent project management and negotiation skills.
Possess strong analytical and problem-solving abilities.
Have very good relationship building, interpersonal communication and personal presentation.
Proficient in MS Office/Windows.
Demonstrate leadership, professionalism, and integrity at work.
Demonstrate high level of energy and maintain stable performance under pressure.
Have strong sense of customer service.
Proactive, can work independently and in teams.
